Special Plans and Area Studies
What are Special Plans and Area Studies?
Area studies and special site land use studies respond to the issues that affect a particular neighborhood, district, or community.
Land use studies provide physical, social, and economic information about a particular area or site. Land use studies analyze the nature of a place in order to plan for its future. The place could be a:
- Neighborhood or District - ex. central business district of Eagle River
- Municipal Property - ex. Tudor Road municipal offices
- Entire Community - ex. Girdwood Area Plan in the Turnagain Arm
Specific Uses
Sometimes land use studies will look at specific aspects associated with certain kinds of uses. An example is the Commercial and Industrial Land Use Study (August 1996) which was conducted through Comprehensive Planning in order to update land use trends for the Anchorage Bowl Comprehensive Plan.

Heritage Land Bank Properties
The Comprehensive Planning Division also provides planning support to the Heritage Land Bank (HLB). The HLB manages municipal land that is uncommitted to a public use. Some lands are held for future public use, while others may be surplused and disposed for private development.
The Comprehensive Planning Division prepares land use studies for some of the larger tracts of HLB property to provide guidance on their use. Completed and adopted land use studies for the HLB have included:
