Subject: Police Arrest and Charge Suspect in Early Morning Shooting
Case: 14-862

Anchorage Police have arrested and charged 19-year-old Talon Draper with one count of Assault in the first degree in regards to the early morning shooting of a male at an apartment complex in Mountain View. Draper’s initial bail has been set at $20,000 c/c plus a third party custodian. The victim, identified as 22-year-old Jermaine Twiley, was transported to a local hospital with life threatening injuries and he is listed in critical condition.

Draper had reported to police that he had heard what sounded like a serious physical altercation between a male and female at an adjoining apartment located on the 3400 block of Thompson Avenue. Draper said he grabbed a rifle, opened the front door of his apartment and saw a male running away. Draper told police he ordered the male to stop running because he feared for the safety of those involved in the domestic altercation. Draper told police he saw the male (later identified as Twiley) reach down with his hands and then he fired his rifle at Twiley, striking him in the head. A witness who heard the disturbance and the shot called Police Dispatch to report the shooting. Police and medics responded, and Twiley was transported to a local hospital. Draper was taken into police custody at the scene.

Police had responded to the apartment an hour before the shooting in regards to multiple calls of a disturbance between Twiley and a female. When police made contact with Twiley and the female, both were uncooperative and police did not have probable cause to charge anyone.

Original Release:

A male has been hospitalized with life threatening injuries after a reported shooting at a residence on the 3400 block of Thompson Avenue just after 1:00 a.m. this morning.

Officers had responded to a report of a disturbance at the residence an hour prior to the shooting.

At around 1:15 a.m. APD Dispatch received a report of a possible shooting at the same address. In their initial investigation, officers discovered that a neighbor had shot a male who had been involved in the disturbance. The shooting suspect has been taken into custody.

The shooting is under investigation. Additional details will be released as they come available.
