APD Arrests and Charges Suspect Involved in Multiple Sexual Assaults at Gunpoint

Police Department

Anchorage Police have arrested and charged 25-year-old TONY Earl BULLOCK Jr. for multiple counts of Sexual Assault and Assault with a weapon. This arrest stems from three separate sexual assualt events reported to APD.  The first of these occurred at approximately 4:20 a.m. on July, 16, 2013.  During this event, a young Native Female was abducted off the streets in Mt. View at gunpoint and forced to a secluded area in an alleyway.  Here the suspect forced multiple sex events upon the victim.  The victim immediately reported the event to APD.  APD responded and recovered evidence at the scene and from the victim, and analysis of this evidence continues.

The next event was an abduction at gunpoint on July 17, 2013 at approximately 6:30 p.m. on Bragaw Street, where a young female adult with similar features to the first victim was removed to a secluded area behind a nearby building.  The suspect forced multiple similar sex events upon this victim, and he also left evidence at the scene.  Analysis of this evidence is ongoing.

The victims in these two events completed composite drawings that were extremely similar.  On July 19, 2013 the composite drawings were released to the public and multiple tips were received. On July 20, 2013 a person matching the description in these cases was located by APD PATROL who was seen following a lone female on foot, in Mt. View at approximately 3:00 a.m. under suspicious conditions.  This person of interest was contacted by APD and identified as TONY BULLOCK.  Based on the context of this contact and previous case facts, BULLOCK became a person of interest in these cases, as it appeared that another sexual assault had just been narrowly averted as this event matched similar events in the first two cases.

On August 11, 2013 at approximately 4:30 a.m. a Native Female adult called 911 and reported that a black male had just attempted to rape her.  She provided a vehicle license plate number that the suspect drove away in, and this vehicle was found to belong to BULLOCK.  BULLOCK was contacted and denied assaulting and/or any sexual events with this female but did admit to meeting her on the streets of Mt. View.

Subsequently the investigation yielded other evidentiary leads that confirm that BULLOCK is the suspect in the first two cases.

On September 17, 2013 APD served multiple search warrants on locations that BULLOCK used as residences, including his Barracks room on FORT RICHARDSON, and recovered more evidence.

BULLOCK has been charged with 5 counts of Sexual Assault in the 1st Degree, 1 Count of Attempted Sexual Assault in the 1st degree, 2 Counts of Assault in the 3rd Degree (weapons assaults against the first two victims) and 1 Count of Assault in the 4th Degree for the physical assault against the third victim who was able to flee from him. BULLOCK is expected to be arraigned at the Anchorage Jail this afternoon.

APD would like to thank the public for all the tips received in this case, and most notably the U.S. Army for their support in this ongoing investigation.  Thanks to U.S. Army Command support, the public was not in danger once BULLOCK was identified and confirmed to be involved in the cases.

APD would also like to stress the importance of reporting sexual assaults immediately to police. In all three of these cases, the victims immediately contacted police and APD was able to recover significant evidence at the scenes.

Note:      A criminal charge is merely an accusation of criminal wrongdoing.  All persons charged with crimes are presumed innocent until and unless proven guilty by a court of law.
