Chief of Police Biography
January 1973 - June 1974
Earl Hibpshman was born in Blackwell, Oklahoma. He started law enforcement in March 1952 with the City of Anchorage Police Department as a patrolman. In March of 1954 he was promoted to Detective of Investigation Division and in March 1956 was made Lieutenant in Charge of Investigators Division. He was made Captain in 1970 and Deputy Chief in June 1971. In January 1973 was appointed Chief.
In 1960 he attended the FBI Academy in Washington, D.C. and many state and local seminars in law enforcement.
Earl Hibpshman died July 31, 2006 in Kenai where he lived after retiring from APD.
