Child Care Assistance Program
The Child Care Assistance Program provides assistance for child care expenses to eligible families that meet the income criteria. Child Care Assistance in Alaska is known as (PASS) “Parents Achieving Self Sufficiency.”
The Municipality of Anchorage Child Care Assistance Program offers PASS II and PASS III assistance. The Program provides coverage for children under the age of 13 and children with special needs up to age 19.
The PASS 1 program provides child care assistance for families receiving benefits under the Alaska Temporary Assistance Program and is available through the Alaska Public Assistance office at 269-6000.
Eligibility Requirements
Child Care Assistance is available to help pay child care costs while a parent or guardian is in an eligible activity. Eligible activities include: working, attending school, job training or looking for a job (up to 80 hours). Children eligible for the program must be under the age of 13. Children certified by a physician with a developmental disability may be covered up to age 19.
How the Program Works
The Municipality Child Care Assistance Program offers assistance to help eligible parents pay for child care costs while working, attending school, job training or looking for a job (up to 80 hours). Applications may take up to 30 days to be processed. Once approved, an authorization is given to the child care provider and parent that explains the amount the State will contribute towards childcare costs. The authorization also lists the amount the parent is responsible for paying, this is known as the parent’s co-pay.

What Do You Need to Bring When You Apply?
The following items are needed for eligibility determination:
- The Completed and Signed Application
- Copy of your Government issued Photo Identification
- Copies of proof of age for each child in the household. This can be birth certificates, hospital birth records, or shot records.
- Proof of alien status for each child who will be receiving assistance if not a U.S. Citizen.
- Proof of Child Custody (By court order or affidavit).
- Proof of all earned income.
- Proof of unearned income for all members of your family such as social security, unemployment, and child support.
- If employed recently, a letter from you employer with the date of hire, days of the week and hours to be worked, rate of pay and how often paid.
- For self employed individuals only – Provide a copy of your business license, your most recently completed federal tax return and income and expense records or other documentation of adjusted gross income and allowable costs of doing business.
- Adult students require registration, class schedule, and educational income such as grants and scholarships. Other training needs to be verified on agency letterhead with similar information.
- Proof of any ongoing medical or dental payments (if applicable).

How Can I Find an Eligible Child Care Provider?
Prior to participation in the Child Care Assistance Program, the family must select a Child Care Provider. To obtain assistance in locating an eligible Child Care Provider, parents can call thread at (907)563-1966, or visit their office in Anchorage at 3350 Commercial Drive Suite #203.
A Child Care Provider is required to be Approved or Licensed by the Municipality of Anchorage or the State Child Care Program Office to be eligible to participate in our program.
