What We Do At On-Site
Septic System Permits
New construction or upgrades to a septic system for a single-family home requires a permit. To obtain a septic permit, a system design, with the soils and site information are submitted to the On-Site Water and Wastewater Program by a registered civil engineer. The permit application is reviewed by staff to ensure that it meets the requirements of Anchorage Municipal Code and if requirements are met a permit is issued.

Water System Permits
A new well or a water storage system for a single family home requires a permit. To obtain a well permit, a site plan showing specific information must be submitted to the On-Site Program. The application package will be reviewed by staff to ensure that it meets the requirements of the Anchorage Municipal Code and if requirements are met a permit is issued.

Certificate of On-Site Systems Approval
Municipal code requires that a home with a septic system or well must have certificate prior to the transfer of ownership. The seller is responsible for obtaining this certificate. A Certificate certifies that a registered engineer has tested the on-site systems, they are adequate for the homes they serve and that they meet code requirements. The test results and other data collected are submitted to the On-Site Program for review and issuance of the Certificate. The Department randomly selects systems for site inspection.

Waivers
Some existing homes requiring an upgrade of their on-site systems cannot meet the separation requirements of the Anchorage Municipal Code. These homes may be eligible for separation distance waivers for the new system. Waiver eligibility is determined by a standard calculation procedure issued by the State of Alaska Department of Environmental Conservation.

Subdivision Plan Review
New Subdivisions within the Municipality of Anchorage that will be served by On-Site Systems require a review. The subdivision review includes assessment of site conditions and the ability of the site to support on-site systems. Costs of subdivision reviews are included in the fees paid to the Department of Community Development and Planning.

Public Education
The On-Site Water and Wastewater Program creates many opportunities to educate the public regarding on-site systems and program activities. The staff makes presentations at community council meetings, local radio and television talk shows and homeowners’ association meetings. Staff is available to address public groups concerning section activities or on-site systems. The section also conducts seminars for engineers, excavators, well drillers and pump installers working in the on-site field.
