RE: Closing of Public Rights-of-Way for Construction Work, 2012
With the closing of asphalt plants and onset of winter conditions, the Municipal Rights-of-Way are closed to normal construction activities requiring excavation within the road prism effective Friday, October 19, 2012 at 4:30 p.m.
Emergency work, installation of essential services, trenchless technology in the road prism and work outside of the road prism may be allowed under winter construction specifications. To obtain a right-of-way permit under winter conditions submit a permit application, written justification and a drawing showing the location of the work to be accomplished. The permit must be approved and issued prior to construction.
