RE: Closing of Public Rights-of-Way for Construction Work, 2014
With the imminent closing of asphalt plants and the onset of winter conditions the Municipal Rights-of-Way are closed to normal construction activities requiring excavation within the road prism effective Monday, October 20, 2014 at 4:30 p.m.
Any requests to construct will be considered on a case by case under the following conditions.
No new construction on existing permits may begin and no new permits for new construction may be issued unless the Pemittee/Applicant can demonstrate, with concurrence from the plants, that the project can be completed, and paved with asphalt or completed with poured, cured concrete, depending on the project.
Emergency work, installation of essential services, trenchless technology in the road prism and work outside of the road prism may be allowed under winter construction specifications. To obtain a right-of-way permit under winter conditions submit a permit application, written justification and a drawing showing the location of the work to be accomplished. The permit must be approved and issued prior to construction.
