Resolution No. AR 2009-175 a resolution confirming the assessment roll and levying special assessments for services on property specially benefited in the Downtown Business Improvement District, Special Assessment District 1SD97, setting the dates of assessment, and providing for assessment billing, payment due dates, application of payments, delinquency, penalties, interest and costs for delinquency and enforcement and appropriating the sum of $10,004 in assessment revenues when tendered to Special Assessment Fund 271 for services benefiting the property owners in Special Assessment District 1SD97. Resolution No. AR 2009-176 a resolution of the Anchorage Municipal Assembly recognizing and honoring Fred Carpenter for his 33 years of service to the community as a municipal employee.

Resolution No. AR 2009-189 a resolution of the Municipality of Anchorage appropriating Two Hundred Fifty-Eight Thousand Two Hundred Thirty-Eight Dollars ($258,238) from the Department of Housing and Urban Development (HUD) as supplemental grant funding to the Federal Categorical Grants Fund (241) to the Department of Neighborhoods to fund the HOME Investment Partnerships Program (HOME). Resolution No. AR 2009-190 a resolution approving a preliminary conceptual plan to make available by written agreement or lease municipal property at Municipal Light & Power Plant 2 (Glenn Highway) at minimal cost for Alaska Seeds of Change Life Skills Development Program.
Resolution No. AR 2009-191 a resolution of the Anchorage Municipal Assembly appropriating Four Hundred Thirty Seven Thousand Two Hundred Sixty Five Dollars ($437,265) from the Department of Justice, Office of Justice Programs, American Recovery and Reinvestment Act, Office of Juvenile Justice and Delinquency Prevention and Fifteen Thousand Eight Hundred Thirty Five Dollars ($15,835) as a contribution from the 2009 Anchorage Police Operating Budget, Anchorage Metropolitan Police Service Area Fund (151), to the Federal Categorical Grants Fund (241), Anchorage Police Department, for the purpose of continuation of the Alaska Internet Crimes Against Children Task Force. Resolution No. AR 2009-192 a resolution of the Municipality of Anchorage appropriating Forty-Three Thousand One Hundred Sixty-Two Dollars ($43,162) of proceeds from Vehicle Insurance Recoveries Sixty-Nine Thousand Seventy-Five Dollars ($69,075) from the Areawide General Fund (101), Public Transportation Department, and as a contribution to the Public Transportation Capital Fund (485), Public Transportation Department and a Federal Transit Administration (FTA) grant of Five Million One Hundred Thirty-Nine Thousand Four Hundred Seventy Dollars ($5,139,470) to the Public Transportation Capital Fund (485), Public Transportation Department, for capital assistance.
Resolution No. AR 2009-193 a resolution of the Municipality of Anchorage appropriating a Federal Transit Administration grant, funded from the 2009 American Recovery and Reinvestment Act (ARRA), of Five Million Nine Hundred Sixty Thousand Three Hundred Ten Dollars ($5,960,310) and a contribution of Twenty-Seven Thousand Three Hundred Two Dollars ($27,302) from the 2009 Areawide General Fund (101) and Twenty-Seven Thousand Three Hundred One Dollars ($27,301) from the 2010 Areawide General Fund (101) to the Public Transportation Capital Fund (485), Public Transportation Department, for capital assistance this grant includes Five Hundred Thousand Dollars ($500,000) support to the Areawide General Fund (101), Public Transportation Department, for preventive/capital maintenance approved in AR No. 2009-109(S) on April 28, 2009. Resolution No. AR 2009-194 a resolution of the Municipality of Anchorage appropriating Nine Hundred Ten Thousand Four Hundred Eighty-Nine Dollars ($910,489) from the State of Alaska, Department of Health and Social Services and Two Hundred Seventy Thousand Dollars ($270,000) from the 2009 General Government Operating Budget, Department of Health and Human Services Areawide General Fund (101) to the State Categorical Grants Fund (231), to fund the Human Services Community Matching Grant Program in the Department of Health and Human Services.
Resolution No. AR 2009-195 a resolution authorizing Municipal Light & Power to negotiate and acquire, by purchase, exchange or other transfer agreements, natural gas to meet its short-term requirements notwithstanding Title 7. Resolution No. AR 2009-196 a resolution of the Anchorage Municipal Assembly appropriating a One Million Five Hundred Sixteen Thousand Eight Hundred Eighty Dollars ($1,516,880) contribution approved in the 2009 Operating Budget from the Office of Economic And Community Development’s Eagle River-Chugiak Parks and Recreation Service Area Fund (162), to the Eagle River-Chugiak Parks and Recreation Service Area Fund (162), to the Eagle River-Chugiak Parks and Recreation Service Area Capital Improvement Project Fund (462) for capital maintenance and improvements.
Resolution No. AR 2009-197 a resolution of the Municipality of Anchorage adopting Substantial Amendment Five of the 2008 Housing and Community Development Annual Action Plan, which constitutes the application to the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG-R) funding as allocated under the American Recovery and Reinvestment Act of 2009. This resolution seeks to appropriate grand funds from HUD in the amount of Five Hundred Seven Thousand Eight Hundred Twelve Dollars ($507,812) in CDBG-R funds and to appropriate said funds to the Federal Categorical Grants Fund (241) Department of Neighborhoods. Resolution No. AR 2009-198 a resolution of the Municipality of Anchorage providing for $31,750 from the State of Alaska, Department of Education, Division of State Libraries to the Office of Economic and Community Development, State Grants Fund (231), and an operating budget match from the Economic and Community Development, Areawide General Fund (101) of $35,000 to the Public Library Assistance Grant.
Resolution No. AR 2009-199 a resolution of the Municipality of Anchorage appropriating $2,700,337 from the U.S. Department of Justice, Office of Justice Programs, Edward Byrne Memorial Justice Assistance Grant, and appropriating $33,385 from the Anchorage Metropolitan Police Service Area Fund (151), Anchorage Police Department 2009, 2010 and 2011 Operating Budgets as a contribution to the Federal Categorical Grants Fund (241) Anchorage Police Department, for the purpose of underwriting projects to reduce crime and improve public safety. Resolution No. AR 2009-200 a resolution of the Municipality of Anchorage appropriating the sum of $32,000 from the Department of Justice, Community Capacity Development Office, through the Anchorage Community Land Trust and $1,404 as a contribution from the 2009 Anchorage Police Operating Budget, Anchorage Metropolitan Police Service Area Fund (151) to the State and Federal Pass-Through Grants Fund (231) Anchorage Police Department, for this Weed & Seed Program Coordination Grant.
Resolution No. AR 2009-201 a resolution of the Municipality of Anchorage providing for $83,966 from the State of Alaska, Institute of Museum and Library Services, Division of State Libraries to the Office of Economic and Community Development, State Grants Fund (231), for 800# Interlibrary Loan and Reference Backup Services. Resolution No. AR 2009-202 a resolution of the Municipality of Anchorage appropriating $25,000 from the U.S. Fish and Wildlife Service Grant Program to the Federal Grant Fund (241) Project Management & Engineering Department, for Phase 3 of the Watershed Management Division’s Rain Garden Program.
Resolution No. AR 2009-203 a resolution of the Municipality of Anchorage re-appropriating $141,819 of previously appropriated ARDSA Fund 141 Fund Balance for GASB-34 implementation to Storm Drain Infrastructure Mapping Data Conversion Project. Resolution No. AR 2009-204 a resolution of the Municipality of Anchorage appropriating $240,000 from the Chugiak Fire Service Area Fund Balance (104) to the Chugiak Fire Service Area 2009 Operating Budget Fund (104), as a contribution to the Chugiak Fire Service Area Capital Improvement Fund (404), Anchorage Fire Department, to purchase two emergency facility generators and a replacement command vehicle for the Chugiak Volunteer Fire Department.
