Resolution No. AR 2004-154 a resolution of the Municipality of Anchorage, Alaska adopting an Unreserved Fund Balance Designation Policy. Resolution No. AR 2004-155 a resolution adopting the Amendment #1 to the approved Housing and Community Development 2004 Action Plan including commitment of $1,304,007 in future year and $1,877,461 in reprogrammed Community Development Block Grant Funds, making Community Development Block Grant project awards, and appropriating annual American Dream Downpayment Initiative Entitlement Grants from the U.S. Department of Housing and Urban Development in the amount of $75,911 of 2003 Entitlement and $89,577 of 2004 Entitlement and appropriating said funds to the Federal Categorical Grants Fund (241), Department of Economic & Community Development.
Resolution No. AR 2004-156 a resolution of the Anchorage Municipal Assembly stating its temporary non-objection to a new Beverage Dispensary/Tourism and Restaurant Designation liquor license for Host International Inc. D.B.A. Chili’s Too #4403 located at Anchorage International Airport (Ted Stevens International Airport). Resolution No. AR 2004-157 a resolution of the Anchorage Municipal Assembly stating its temporary non-objection to a new Beverage Dispensary/Tourism liquor license for Host International Inc. D.B.A. Legends #4404 located at Anchorage International Airport (Ted Stevens International Airport).
Resolution No. AR 2004-158 a resolution of the Anchorage Municipal Assembly confirming its prior non-protest of the transfer of ownership of the Beverage Dispensary liquor license for Tony Roma’s also applied to the concurrent transfer of the duplicate liquor license previously approved by the Assembly. Resolution No. AR 2004-159 a resolution authorizing the Municipality to grant an electrical easement to Chugach Electric Association, Inc., for the Polaris School within the NW ¼ of Section 5, T12N, R3W, S.M. Resolution No. AR 2004-160 a resolution authorizing the Municipality of Anchorage, Public Transportation Department to file for a Federal Transit Administration Section 5303 Metropolitan Planning Program grant, enter into a Transfer of Responsibilities Agreement in the amount of $225,343 with the Department of Transportation and Public Facilities, State of Alaska, and to appropriate these funds along with $56,336 for required local matching funds from the Public Transportation Department’s 2004 Operating Budget to the State Categorical Grants Fund (231) for financing of the Transit Planning Program. Resolution No. AR 2004-161 a resolution authorizing the Municipality to grant an easement to Enstar Natural Gas Company, for the Polaris School within the NW ¼ of Section 5, T12N, R3W, S.M. Alaska located near the New Seward Highway and Dowling Road, Tax #014-032-39.
Resolution No. AR 2004-162 a resolution of the Anchorage Municipal Assembly supporting the Municipal Clerk and the Anchorage Convention and Visitors Bureau in the bid to host the 2009 International Institute of Municipal Clerks Annual Conference. Resolution No. AR 2004-165 a resolution of the Municipality of Anchorage appropriating $74,945 from the State of Alaska Department of Military and Veterans’ Affairs, Division of Emergency Management Services (ADES), to the State Categorical Grants Fund (231) to support the Anchorage Local Emergency Planning Committee (LEPC) activities.
Resolution No. AR 2004-166 a resolution approving and ratifying a two year and one-half years extension of the collective bargaining agreement between the Municipality of Anchorage and the Public Employees, Local 71. Resolution No. AR 2004-167 a resolution of the Anchorage Municipal Assembly stating its temporary non-objection to a new Restaurant/Eating Place Liquor License for New Forme Inc. DBA Maxine’s Glacier City Bistro #4431 located at 44 Crow Creek Road, Girdwood, Alaska.
Resolution No. AR 2004-168 a resolution of the Anchorage Municipal Assembly supporting the Governor in his call for a Special Legislative Session, restating the need for a fiscal plan, and encouraging passage of a transportation bond. Resolution No. AR 2004-169 a resolution of the Municipality of Anchorage appropriating the $26,495 from the State of Alaska, Department of Transportation and Public Facilities MS/CVE and $1,390 as a contribution from the 2004 Anchorage Police Operating Budget, Anchorage Metropolitan Police Service Area Fund (151), to the State Categorical Grants Fund (231) Anchorage Police Department, for the Commercial Vehicle Inspection Grant Agreement.
Resolution No. AR 2004-170 a resolution of the Municipality of Anchorage appropriating $50,000 restricted contribution from the University of Alaska Anchorage to the Office of Economic & Community Development, Anchorage Parks & Recreation Miscellaneous Operational Grants Fund (261), for the purpose of preparing a land use plan, space plan, facility condition audit and pre-conceptual designs for the Chester Creek Sports Complex. Resolution No. AR 2004-171 a resolution of the Municipality of Anchorage appropriating $2,500 from the Alaska Division of Homeland Security as supplemental funding to the State Categorical Grants Fund (231) for the development of the Community Emergency Response Teams through the Office of the Municipal Manager on behalf of the MOA Office of Emergency Management.
Resolution No. AR 2004-172 a resolution of the Municipality of Anchorage appropriating $6,148,000 from the United States Forest Service to the Federal Categorical Grants Fund (241) to support continuing hazardous reduction efforts and prepare for and mitigate wildfire hazards in the Municipality of Anchorage. Resolution No. AR 2004-173 a resolution of the Municipality of Anchorage appropriating $1,334,583 from Alaska Housing Finance Corporation (AHFC) as a grant to the State Categorical Grants Fund (231), Department of Health and Human Services to fund the Weatherization Assistance Program.
Resolution No. AR 2004-174 a resolution of the Anchorage Municipal Assembly appropriating $300,000 from the Anchorage School District to the Anchorage Roads and Drainage Service Area Fund (441) for the improvement of Laurel Street, between Dowling Road and 64th Avenue. Resolution No. AR 2004-175 a resolution of the Municipality of Anchorage appropriating $1,408,045 to the State Categorical Grants Fund (231) from the Federal Highway Administration through the Alaska Department of Transportation and Public Facilities to provide funding for congestion management and air quality mitigation through expansion of public transportation services within the Municipality of Anchorage.
Resolution No. AR 2004-176 a resolution approving the acceptance and appropriation of State of Alaska grant funds in the amount of $62,803 from the Department of Environmental Conservation Matching Grant Program (Senate Bill 183). Resolution No. AR 2004-177 a resolution approving and ratifying a five year collective bargaining agreement between the Municipality of Anchorage and International Association of Fire Fighters, Local 1264.
Resolution No. AR 2004-178 a resolution of the Municipality of Anchorage, Alaska, confirming and levying assessments for the water special improvements within Levy Upon Connection (LUC) Roll 04-W-1, setting date of payment and providing for penalties and interest in the event of delinquency. Resolution No. AR 2004-181 a resolution of the Anchorage Municipal Assembly revising the 2004 General Government Operating Budget by appropriating $19,820 from the Areawide General Fund (101) Balance and $22,000 of Intragovernmental Revenue within the Areawide General Fund (101) to the Department of Assembly to cover an increase in the contract for the 2003 Independent Audit.
Resolution No. AR 2004-182 a resolution of the Municipality of Anchorage appropriating $25,000 from Mt. Park/Robin Hill LRSA Fund Balance (Fund 118) to Mt. Park/Robin Hill LRSA BY 2004 General Operating budget (Fund 118) for 2004 Summer Work Program Services. Resolution No. AR 2004-183 a resolution authorizing the disposal of a municipal interest, via relinquishment, on Lot 7A, Block 71 of the Original Townsite.
