COVID-19 Legislation Approved by the Assembly:

3-12-2020 - Resolution No. AR 2020-85, As Amended, a resolution of the Anchorage Assembly extending the Declaration of Civil Emergency (Covid-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020. 

3-20-2020 - Resolution No. AR 2020-88(S), As Amended, a resolution of the Anchorage Assembly calling for a community response to mitigate the social and economic impacts of COVID-19.

3-31-2020 - Resolution No. AR 2020-93, As Amended, a resolution of the Anchorage Assembly requesting the Administration's cooperation to extend the property tax installment payment due dates and the Business Personal Property and Inventory Tax Return filing date in response to the effects of the COVID-19 pandemic.

4-14-2020 - Resolution No. AR 2020-110, As Amended, a resolution of the Anchorage Assembly for a second extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020.

4-14-2020 - Resolution No. AR 2020-116, a resolution of the Anchorage Assembly requesting the Mayor to temporarily suspend enforcement of the ban on retail sellers providing plastic shopping bags during the public health emergency (COVID-19). 

4-14-2020 - Ordinance No. AO 2020-43, an ordinance of the Anchorage Municipal Assembly extending the Business Personal Property and Inventory Tax Returns deadline to provide relief from the effects of the COVID-19 public health emergency.

4-14-2020 - Ordinance No. AO 2020-46, As Amended, an ordinance of the Anchorage Municipal Assembly temporarily discounting Title 21 and Title 23 Development Fees as an economic stimulus measure in response to the COVID-19 Public Health Emergency.   

 04-21-2020 - Resolution No. AR 2020-129, a resolution of the Anchorage Municipal Assembly recognizing and congratulating all of the Election Workers and Officials, and Barbara Jones, Municipal Clerk and Election Administrator, for a successful election in 2020 during the COVID-19 public health emergency.

5-5-2020 - Emergency Ordinance No. EO 2020-04(S-1), an emergency ordinance providing financial resources for labor, supplies, and other expenditures required to address municipal response to Coronavirus Disease 2019 (COVID-19) by appropriating an amount not to exceed $12,000,000 an interfund loan from the Areawide General Fund (101000), to the COVID-19 Fund (231802), approving a temporary exception to the Unreserved Fund Balance Designation Policy for the Municipality of Anchorage, and providing a plan for future reimbursement of such appropriations. 

5-5-2020 - Resolution No. AR 2020-158, a resolution of the Anchorage Assembly recognizing and honoring the work of Welcoming Anchorage and language interpreters to ensure translation of COVID-19 materials to various languages. 

5-19-2020 - Resolution No. AR 2020-175, a resolution of the Anchorage Municipal Assembly recognizing the work of Alaska Mask Makers and other mask making collectives active in the State of Alaska and the Municipality of Anchorage.

6-02-2020 - Resolution No. AR 2020-194, a resolution of the Anchorage Assembly declaring Anchorage is essential, and in support of fair, direct federal emergency support to reopen and rebuild all local American economies.

6-02-2020 - Resolution No. AR 2020-198, a resolution of the Anchorage Assembly for a third extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020.

6-02-2020 - Resolution No. AR 2020-199, a resolution of the Anchorage Assembly authorizing the Mayor to execute an agreement with the State of Alaska to accept CARES Act Funds and appropriate, when tendered.

6-23-2020 – Resolution No. AR 2020-208, a resolution appropriating a grant in an amount of $1,500 to the COVID-19 Response Fund (231802), Office of the Mayor, for the Municipal Youth Advisory Commission in collaboration with Alaska Mask Makers for the Spirit of Youth COVID-19 Youth Messaging Grant.

6-23-2020 – Resolution No. AR 2020-221, As Amended, a resolution of the Anchorage Municipal Assembly authorizing the funding of: a Small Business and Nonprofit Relief Program; a Rental and Mortgage Assistance Relief Program; a Child Care Relief Program; and a Public Lands Jobs Program (Programs).

7-28-2020 - Resolution No. AR 2020-273, a resolution of the Municipality of Anchorage authorizing the funding of an Outreach and Education Program on uses of CARES Act Funding, for $50,000 from the State Direct/Federal Pass-Thru Grants Fund (231900).  

7-28-2020 - Resolution No. AR 2020-274, a resolution of the Anchorage Municipal Assembly authorizing funding to build the capacity of the Assembly Office and Assembly Counsel's Office to respond to the COVID-19 emergency, for $175,000 from the CARES Act Funds previously appropriated to the State Direct/Federal Pass-Thru Grants Fund

8-11-2020 - Resolution No. AR 2020-271(S), As Amended, a resolution of Anchorage Municipal Assembly establishing the priority areas and framework for allocation of the Covid-19 Relief Funds.

8-27-2020 - Ordinance No. AO 2020-82, an ordinance of the Anchorage Assembly amending AMC 23.10.104.3.5 to waive the cash bond requirement for certain temporary structures erected in response to the COVID-19 pandemic.  

9-15-2020 - Resolution No. AR 2020-329, a resolution of the Anchorage Assembly regarding the Mayor's Proclamation of Emergency (COVID-19) and the Mayor's Orders and Regulations issued thereunder.

9-15-2020 - Resolution No. AR 2020-319, a resolution of the Municipality of Anchorage appropriating $474,560 as a grant from the State of Alaska, Department of Health and Social Services to the State Direct/Federal Pass-Thru Grant Fund (231), to fund Public Health Emergency Response to COVID-19, Anchorage Health Department.

9-25-2020 - Resolution No. AR 2020-340, a resolution of the Anchorage Assembly regarding the Mayor's Proclamation of Emergency (COVID-19) and the Mayor's Orders and Regulations issued thereunder.

9-25-2020 - Ordinance No. AO 2020-090, an ordinance of the Anchorage Municipal Assembly temporarily modifying or suspending certain portions of Anchorage Municipal Code Title 11, Transportation Inspection, as an economic stimulus measure in response to the COVID-19 Public Health Emergency.

9-25-2020 - Ordinance No. AO 2020-88, an ordinance of the Anchorage Municipal Assembly temporarily waiving Anchorage Municipal Code of Regulations 21.20.007K.5. Bed and Breakfast Biennial Permit Fee for 2020 in response to the COVID-19 Public Health Emergency, Department or Law.

10-1-2020 - Emergency Ordinance No. EO 2020-07, an emergency ordinance providing financial resources for labor, supplies, and other expenditures required to address municipal response to Coronavirus Disease 2019 (COVID-19) by appropriating an amount Not To Exceed $5,000,000 from an Interfund Loan from the Areawide General Fund (101000), to the COVID-19 Fund (231802), approving a temporary exception to the Unreserved Fund Balance Designation Policy for the Municipality of Anchorage, and providing a plan for future reimbursement of such appropriations.

10-13-2020 - Resolution No. AR 2020-379, As Amended, a resolution of the Anchorage Assembly for a fifth extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage

10-13-2020 - Resolution No. AR 2020-363, As Amended, a resolution of the Anchorage Municipal Assembly appropriating an amount Not To Exceed $10,000,000 of the Areawide General Fund (101000) Fund Balance to the Small Business Stabilization Program, including eligibility for franchises, for those impacted by the COVID-19 Pandemic.

10-13-2020 - Resolution No. AR 2020-362, a resolution of the Municipality of Anchorage appropriating and adopting U. S. Housing and Urban Development (HUD), Community Development Block Grant (CDBG) funding through the HUD CARES Act as a special allocation, to be used to prevent, prepare for, and respond to the Coronavirus (COVID- 19), CDBG CV 1 Program funding in the amount of $1,070,086 when tendered and Emergency Solutions Grant (ESG) through HUD CARES Act as a special allocation, to be used to prevent, prepare for and respond to the Coronavirus (COVID-19), ESG CV 1 in the amount of $521,193 when tendered and ESG CV 2 in the amount of $3,774,024 when tendered, through 2019 Substantial Amendment #3, all to the Federal Grants Fund (241) for the Anchorage Health Department, on the 2019 Housing and Community Development Annual Action Plan and amendment to the Municipality of Anchorage Citizen Participation Plan.

10-13-2020 - Resolution No. AR 2020-370, a resolution of the Municipality of Anchorage appropriating, when tendered, $18,580,864 of Coronavirus Aid, Relief, and Economic Security (CARES) Act Funds through the Section 5307/5340 Grant Program, from the Federal Transit Administration (FTA) to the Federal Grants Fund (241) for operating assistance and preventive maintenance activities, within the Public Transportation Department.

11-16-2020 - Resolution No. AR 2020-398(S), As Amended, a resolution of the Anchorage Assembly for a sixth extension of the Declaration of Civil Emergency (COVID-19) issued by the Mayor of the Municipality of Anchorage on March 12, 2020.

11-17-2020 - Resolution No. AR 2020-414, As Amended, a resolution of the Anchorage Municipal Assembly thanking Governor Dunleavy for calling Alaskans to action in the fight against COVID-19.

11-17-2020 - Emergency Ordinance No. EO​ 2020-08, an emergency ordinance providing financial resources for labor, supplies, and other expenditures required to address municipal response to Coronavirus Disease 2019 (COVID 19) by appropriating an amount Not To Exceed $5,000,000 from an Interfund Loan from the Areawide General Fund (101000), to the COVID 19 Fund (231802), approving a temporary exception to the Unreserved Fund Balance Designation Policy for the Municipality of Anchorage, and providing a plan for future reimbursement of such appropriations. 

12-8-2020 -  AO 2020-117(S-1), As Amended, an ordinance of the Anchorage Municipal Assembly providing for business personal property tax relief to eligible taxpayers financially impacted by government orders, as an economic stimulus measure in response to the COVID-19 public health emergency.

12-8-2020 -  AR 2020-426, a resolution of the Anchorage Municipal Assembly reappropriating an amount Not To Exceed $15,407,650 of the Areawide General Fund (101000) Fund Balance to the Rental and Mortgage Assistance Program, Small Businesses impacted by Emergency Order 16, the Voucher Program, and Meals Program for those impacted by the COVID-19 pandemic.

12-8-2020 -  AR 2020-433, a resolution of the Anchorage Municipal Assembly urging Congress to pass and approve urgently needed COVID-19 Relief Funding.

12-8-2020 -  AR 2020-431, a resolution appropriating $10,000,000 as a grant from the State of Alaska, Department of Health and Social Services, to the State Direct/Federal Pass-Thru Grants Fund (231), to fund COVID-19 contact tracing services.
