NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of September 26, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-116, an ordinance adopting the Anchorage 2040 Land Use Plan as an element of the Comprehensive Plan; amending Anchorage Municipal Code Title 21, Land Use Planning (Old Code), Section 21.05.030, Elements; repealing AMC Section 21.05.050, Land Use Classifications; repealing AMC Section 21.05.060, Residential Densities; repealing and re-enacting AMC Section 21.05.080, Implementation—Anchorage 2020 Anchorage Bowl Comprehensive Plan; and amending AMC Title 21, Land Use Planning (New Code), Section 21.01.080B., Table 21.01-1 (Planning and Zoning Case No. 2016-0127), Planning Department/Long-Range Planning Division.   

Ordinance No. AO 2017-117, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 3.30.176 to require the Mayor to report to the Assembly a dismissal, demotion or suspension of certain executive appointees before or immediately upon such action, Assembly Chair Traini and Assembly Member Demboski. 

Ordinance No. AO 2017-119, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Title 15 to recognize and enumerate the presence of significant visible mold in hotels as a prohibited public nuisance; to clarify that hotels and other visitor accommodations are excluded from the scope of the Anchorage Housing Maintenance and Occupancy Code; amending AMC Section 23.70.702 to include unsafe significant or substantial mold growth in the definitions of “Unsafe Building” and “Unfit for Human Occupancy” in the dangerous buildings provisions; and amending Section 14.60.030 to provide for civil penalties, Assembly Member Croft.  

Ordinance No. AO 2017-120, an ordinance authorizing the revised disposal by a fifteen (15) year lease to Verizon Wireless, LLC for the installation and operation of telecommunication facilities on a portion of Heritage Land Bank Parcel 3-064, legally described as a portion within N1/2 NE1/4 Sec 4 T12N R3W (PID 014-931-01), Real Estate Department.  

Ordinance No. AO 2017-121, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Title 21 Subsection 21.07.120A.1. to clarify the applicability of Large Commercial Establishments development standards, Planning Department. 

Resolution No. AR 2017-297, a resolution of the Municipality of Anchorage appropriating $688,722 in the form of a Reimbursable Grant Award from the State of Alaska Department of Transportation and Public Facilities, Harbor Facility Grant Program to the Port of Anchorage Capital Improvement Fund (571), Port of Anchorage, for the Ship Creek Boat Launch Repair Project, Port of Anchorage. 

Resolution No. AR 2017-298, a resolution of the Municipality of Anchorage appropriating $1,637,539 from the State of Alaska, Department of Health and Social Services as a grant to the State Direct/Federal Pass-Thru Grants Fund (231) for the provision of Women, Infants and Children (WIC) Supplemental Nutrition Services, by the Department of Health and Human Services for the Municipality of Anchorage WIC Program. 

Resolution No. AR 2017-299, a resolution of the Municipality of Anchorage appropriating $3,278,300 from the State of Alaska Department of Health and Social Services as a grant to the State Direct/Federal Pass-Thru Grants Fund (231) for the provision of Public Health Nursing Services in the Department of Health and Human Services. 

Resolution No. AR 2017-300, a resolution appropriating $3,066,677 of Areawide General Fund (101), Fund Balance to the 2016 Operating Budget, Areawide General Fund (101) for interim coverage of costs related to Federal Transit Administration (FTA) Section 5307/5340 Grant Program and appropriating, when tendered, an FTA Section 5307/5340 Grant in the amounts of $7,748,000 to the Federal Grants Fund (241) and $1,303,704 to the Public Transportation Capital Improvement Projects Fund (485) for transit projects and to reimburse the Areawide General Fund (101) the 2016 interim coverage, and appropriating contributions from the 2017 Operating Budget, Areawide General Fund (101), in the amounts of $311,187 to the Federal Grants Fund (241) and $110,772 to the Public Transportation Capital Improvement Project Fund (485) for local match and municipal central agencies’ support to said grant, all within the Public Transportation Department. 

Resolution No. AR 2017-301, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $187,000 from the State of Alaska, Alaska Mental Health Trust Authority, for a Housing and Homeless Services Coordinator and a contribution in the amount of $7,361 from the Areawide General Fund (101), for grant support, all to the State Dir/Fed Pass-Thru Grants Fund (231) within the Office of the Mayor. 

Resolution No. AR 2017-302, a resolution of the Municipality of Anchorage appropriating $1,609,633 from the State of Alaska, Department of Health and Social Services as a grant to the State Direct/Federal Pass-Thru Grants Fund (231) for the Child Care Licensing Program, in the Department of Health and Human Services. 

Resolution No. AR 2017-303, a resolution of the Municipality of Anchorage approving one or more Master Tax-Exempt Lease/Purchase Agreement Loans and appropriating an amount Not To Exceed $1,571,000 from the proceeds of one or more Master Tax-Exempt Lease/Purchase Agreement Loans to the Information Technology Operating Fund (607) and appropriation of said funds to the Information Technology Capital Improvement Program (CIP) Fund (608), Information Technology (IT) Department, and approving a revised Information Technology Department 2017 Capital Improvement Budget for Data Center Network upgrades and tools and professional services to archive PeopleSoft data and tools to enhance the MOA intranet (Muniverse.net), Finance Department. 

Resolution No. AR 2017-304, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $765,000 of Anchorage Fire Service Area Fund (131) Fund Balance to Anchorage Fire Service Area Fund (131) within the Anchorage Fire Department and appropriating an amount Not To Exceed $3,000,000 of Anchorage Metropolitan Police Service Area Fund (151) Fund Balance to Anchorage Metropolitan Police Service Area Fund (151) within the Anchorage Police Department to pay legal fees and judgments, Office of Management and Budget.
