NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of October 23, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2018-75, an ordinance authorizing acquisition of real property located south of East 36th Avenue and west of Homer Drive, legally described as Lots 1 and 2 Block 1 Fyfe Subdivision (Plat 72-57); East and West portions of SW4 SW4 SE4 SW4 SW4 SEC 32 T13N R3W; Parcel 1-21 N2 NE4 SW4 SW4 portion within SEC 32 T13N R3W; and Parcel 1-22 S2 NE4 SW4 SW4, N2 SE4 SW4 SW4 portion within SEC 32 T13N R3W (PID 009-281-70; 009-281-71; 009-284-09; 009-284-10; 009-284-01; 009-284-02), for a purchase price, , including related expenses, in an amount Not To Exceed $17,000,000; appropriating the proceeds of Solid Waste Utility Revenue Notes and or bonds (Collection and Disposal); appropriating proceeds from the notes and or bonds in an amount Not To Exceed $17,000,000, split between the Solid Waste Disposal Services (SWS) Fund (562000) in the amount of $10,200,000 and th4 Solid Waste Collection Services Fund (560000) in the amount of $6,800,000; and further appropriating the proceeds of the notes and or bonds as a contribution to the SWS Capital Improvement Project Funds (562200) and (560200) respectively, and revising both Solid Waste Services’ 2018 Capital Improvement Budget and Solid Waste Services’ 2018-2013 Capital Improvement Plan.  Solid Waste Services and Public Finance. 

Ordinance No. AO 2018-76, an ordinance of the Municipality of Anchorage, Alaska, providing for, authorizing and approving the issuance of Refuse Collection Utility and Solid Waste Disposal Utility Revenue Bonds and/or Notes in one or more series in the aggregate principal amount of Not To Exceed $114,585,000) for the purpose of providing funds to finance and refinance certain capital projects and related financing expenses of the Refuse Collection Utility and the Solid Waste Disposal Utility of the Municipality, and pledging the Refuse Collection Utility Revenues and Solid Waste Disposal Utility Revenues for the sole purpose of supporting the payment of such bonds or notes, Finance Department/Public Finance & Investments Division. 

Ordinance No. AO 2018-77, an ordinance approving and authorizing Solid Waste Services’ Integrated Solid Waste Master Plan.  Solid Waste Services and Finance Department/Public Finance & Investments Division. 

Ordinance No. AO 2018-78, an ordinance amending Anchorage Municipal Code Section 26.80.060, Closure and Post-Closure Care Liability, Finance Department/Public Finance & Investments Division. 

Ordinance No. AO 2018-79, an ordinance amending the zoning map and approving the rezoning of approximately 6.207 acres from R-2M (Mixed Residential District) to R-3A (Residential Mixed-Use District) for Tract 1, Emerald Subdivision per Plat 2017-84; generally located at the northeast corner of West Dimond Boulevard and Arlene Street, in Anchorage (Sand Lake Community Council) (Planning and Zoning Commission Case 2018-0066), Planning Department. 

Ordinance No. AO 2018-80, an ordinance amending the zoning map and providing for the rezoning from CE-PLI (Chugiak-Eagle River Public Lands and Institutions) and CE-PLI-p (Chugiak-Eagle River Public Lands and Institutions-Parks) to CE-B-3 SL (Chugiak-Eagle River General Business with Special Limitations) for Remnant of Lot 20, Section 9, T15N, R1W, S.M. Alaska, and Tract 1, North Birchwood Subdivision, and Lot 3, Section 16, T15N, R1W, S.M. Alaska generally located west of the intersection of Birchwood Loop Road and the Old Glenn Highway (Chugiak Community Council)(Planning and Zoning Commission Case 2018-0069), Planning Department. 

Ordinance No. AO 2018-81, an ordinance amending Anchorage Municipal Code of Regulations Chapter 11.20 pertaining to alcohol and drug testing for chauffeurs of taxicabs, limousines and vehicles for hire, as recommended by the Anchorage Transportation Commission.  Transportation Inspection. 

Resolution No. AR 2018-287, a resolution approving an Administrative Agreement (AMEA 2018-01) between the Municipality of Anchorage (Municipality) and the Anchorage Municipal Employees Association, Inc. (AMEA) regarding the extension of Negotiating Committee Member Pay, Employee Relations Department. 

Resolution No. AR 2018-288, a resolution of the Anchorage Municipal Assembly recommending relocation of the Anchorage Police Department Headquarters to 716 West 4th Avenue; generally located at the southeast corner of 4th Avenue and H Street (Downtown Community Council) (Case 2018-0094), Planning Department. 

Ordinance No. AO 2018-90, an ordinance creating Hillcrest Water Special Assessment District 2941, and determining to proceed with the proposed improvements therein, Anchorage Water and Wastewater Utility. 

Ordinance No. AO 2018-91, an ordinance amending Anchorage Municipal Code Section 25.35.020 and adopting 25.35.067 to require inclusion of a Labor Peace Agreement for hotel operators with leases under the Anchorage Community Development Authority, Assembly Vice-Chair Croft.

Ordinance No. AO 2018-92, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 21 to clarify the term “Athletic Field” does not include certain uses for purposes of the separation distance requirements for marijuana establishments, Assembly Members Weddleton, Demboski and Constant. 

Resolution No. AR 2018-308, a resolution appropriating $254,551 of Areawide General Fund (101000) Fund Balance to the Office of Economic & Community Development 2017 Operating Budget, Areawide General Fund (101000) for payment of the George M. Sullivan Sports Arena 2017 Net Operating Deficit. 

Resolution No. AR 2018-310, a resolution of the Municipality of Anchorage appropriating $123,916.45 of Litigation Settlement proceeds and other associated revenues to the Anchorage Roads and Drainage Service Area (ARDSA) Capital Improvement Fund (441800), all within the Project Management and Engineering Department, to be utilized for the Roads and Drainage Program. 

Resolution No. AR 2018-311, a resolution of the Municipality of Anchorage appropriating $1,250,000 as a 5339 (B) Competitive Grant from the U.S. Department of Transportation Federal Transit Administration and appropriating $25,000 as a contribution from the 2018 Operating Budget, Area-Wide General Fund (101000), to the Public Transportation Capital Improvement Projects Fund (485) for facility repairs, all within the Public Transportation Department

Resolution No. AR 2018-312, a resolution of the Anchorage Municipal Assembly stating its protest regarding the new Restaurant/Eating Place Liquor License #5718 with Restaurant Designation Permit for Castor and Pollux, LLC DBA La Potato located at 3300 Spenard Rd., Anchorage AK, 99503 and authorizing the Municipal Clerk to take certain action (Spenard Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft and Assembly Community and Economic Development Chair Weddleton.

Ordinance No. AO 2018-85, an ordinance of the Municipality of Anchorage Adopting and appropriating funds for the 2019 General Government Operating Budget for the Municipality of Anchorage, Office of Management and Budget.

Resolution No. AR 2018-297, a resolution adopting the 2019-2024 General Government Capital Improvement Program, Office of Management and Budget. 

Ordinance No. AO 2018-86, an ordinance adopting the 2019 General Government Capital Improvement Budget, Office of Management and Budget. 

Resolution No. AR 2018-298, a resolution adopting the 2019-2024 Six Year Fiscal Program, Office of Management and Budget. 

Ordinance No. AO 2018-87, an ordinance adopting and appropriating funds for the 2019 Municipal Utilities/Enterprise Activities Operating Budgets to include Municipal Light & Power (ML&P) and Anchorage Water & Wastewater Utility (AWWU) Reimbursable Projects,  ML&P BRU Gas Field Fund and ML&P Contributed Plant; and the 2019 Municipal Utilities/Enterprise Activities Capital Improvement Budgets, Office of Management and Budget. 

Resolution No. AR 2018-299, a resolution approving the 2019-2024 Municipal Utilities/Enterprise Activities Capital Improvement Programs, Office of Management and Budget.

Ordinance No. AO 2018-88, an ordinance adopting and appropriating funds for the 2019 Operating and Capital Budgets of Anchorage Community Development Authority, Office of Management and Budget.
