NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of October 10, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-61, an ordinance of the Anchorage Municipal Assembly to reauthorize certain boards and commissions by amending the sunset provision in Anchorage Municipal Code Sections 4.60.270 and 4.90.010, Assembly Chair.  

Ordinance No. AO 2017-123, an ordinance of the Anchorage Municipal Assembly supporting a program within Solid Waste Services (SWS) incentivizing the exchange of roll cart refuse containers for new bear resistant roll carts by waiving the SWS $30 change in service fee set forth in Anchorage Municipal Code Subsection 26.70.040C.5.c.1.ii. for SWS customers within certain community council areas in 2018 for a limited time, and for all remaining SWS customers in 2019 for a limited time, Assembly Member Rivera.

Resolution No. AR 2017-296, a resolution approving an Administrative Agreement between the Municipality of Anchorage and the Anchorage Municipal Employees Association, Inc. (AMEA) regarding 2018 health benefit contributions, Employee Relations Department. 

Ordinance No. AO 2017-119(S), an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Title 15 to recognize and enumerate the presence of significant visible mold in hotels as a prohibited public nuisance; to clarify that hotels and other visitor accommodations are excluded from the scope of the Anchorage Housing Maintenance and Occupancy Code; amending Title 23 [AMC SECTION 23.70.702] to include [UNSAFE] significant visible [OR SUBSTANTIAL] mold growth in the definitions of “Unsafe Building” and “Unfit For Human Occupancy” In the dangerous buildings provisions; and amending Title 14 [SECTION 14.60.030] to provide for civil penalties, Assembly Member Croft. 

Ordinance No. AO 2017-128, an ordinance authorizing the disposal via relinquishment of a drainage easement located within a portion of Lot 1-1A, Block 3, Bernard Subdivision, Project Management & Engineering. 

Ordinance No. AO 2017-131 an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 8.20.010 – Criminal Mischief, to change the required mental state for riding in a stolen vehicle to Criminal Negligence, Department of Law. 

Resolution No. AR 2017-288, a resolution of the Municipality of Anchorage appropriating $828,548 as a grant from the State of Alaska, Department of Health and Social Services and $242,982 as a contribution from the 2017 General Government Operating Budget, Department of Health and Human Services Areawide General Fund (101) all to the State Direct/Federal Pass-Thru Grant Fund (231), to fund the Human Services Community Matching Grant Program in the Department of Health and Human Services. 

Resolution No. AR 2017-309, a resolution appropriating $327,858 from the State of Alaska, Department of Health and Social Services to the State Direct/Federal Pass-Thru Grants Fund (231), for the Aging and Disability Resource Center in the Department of Health and Human Services. 

Resolution No. AR 2017-310, a resolution of the Municipality of Anchorage appropriating $457,650 from the State of Alaska, Department of Health and Social Services as a grant to the State Direct/Federal Pass-Thru Grants Fund (231), for the provision of Public Health Emergency Preparedness and Response in the Department of Health and Human Services. 

Resolution No. AR 2017-311, a resolution of the Municipality of Anchorage appropriating $655,628 to the State Direct/Federal Pass-Through Grants Fund (231) a Nutrition, Transportation and Support Services Grant, from the State of Alaska, Department of Health and Social Services, for providing AnchorRIDES Transportation Service for senior citizens, and appropriating $65,563 to the State Direct/Federal Pass-Through Grants Fund (231) a contribution from the 2017 Operating Budget, Area-Wide General Fund (101), for local match to said grant, all within the Public Transportation Department.

Resolution No. AR 2017-312, a resolution of the Municipality of Anchorage appropriating $1,819,400 to the Federal Grants Fund (241) and $191,037 to the Public Transportation Capital Improvement Project Fund (485) a Federal Transit Administration Congestion Mitigation Air Quality Improvement (CMAQ) Grant, from the U.S. Department of Transportation, when tendered, for Transit Service Expansion and Bus Stop Improvement Projects, and appropriating $40,011 to the Federal Grants Fund (241) and $3,821 to the Public Transportation Capital Improvement Project Fund (485) a contribution from the 2017 Operating Budget, Area-Wide General Fund (101), for municipal central agencies’ support to said grant, all within the Public Transportation Department.

Resolution No. AR 2017-315, a resolution appropriating, when tendered, $300,000 from the U.S. Environmental Protection Agency (EPA) to the Federal Grants Fund (241) within the Office of Economic and Community Development for the implementation of the EPA Brownfields Grant activities. 

Resolution No. AR 2017-318, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $624,041 of Anchorage Fire Service Area Fund (131) Fund Balance to Anchorage Fire Service Area Fund (131) within the Anchorage Fire Department and appropriating an amount Not To Exceed $194,861 of Anchorage Areawide Fund (101) Fund Balance to Anchorage Fire Department Areawide Fund (101) to pay for a Fire Department attrition academy. 

Resolution No. AR 2017-321, a resolution of the Anchorage Municipal Assembly submitting comments to the State of Alaska on its draft regulations regarding the addition of an on-site marijuana consumption endorsement to the retail marijuana license, Assembly Members Weddleton, Traini, Petersen, and Constant.
