NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of May 23, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-76, an ordinance amending the zoning map and approving the rezoning of the West 290’ of the South 495.7’ of the SE1/4 of the SE1/4 of Section 32, T13N, R3W, Seward Meridian, Alaska from I-1 (Light Industrial) District to B-3 (General Business) District, containing ± 2.69 acres; generally located the northeast corner of the intersection of East Dowling Road and Petersburg Street (Campbell Park and Abbott Loop Community Councils) (Planning and Zoning Case 2017-0021), Planning Department.  

Resolution No. AR 2017-160, a resolution of the Municipality of Anchorage, Alaska, confirming and levying assessments for the water improvements within Southcentral Utilities, Inc. Water Special Assessment District 2816, setting the date of payment and providing for penalties and interest in the event of delinquency, Anchorage Water and Wastewater Utility.

Ordinance No. AO 2017-77, an ordinance authorizing the acquisition of Tract 1 and Trail Easements within portions of Lots 1-15 and Tract 2, Resolution Bluffs (Preliminary Plat Case No. S12230) at no cost, and relinquishment of existing trail easements and temporary construction easements within portions of the same properties, all within the currently legally described Tract B Campbell Lake Outfall Subdivision (Plat 2003-63) (PID 011-413-03), Real Estate Department. 

Ordinance No. AO 2017-78, an ordinance amending Anchorage Municipal Code Section 3.30.138 to provide additional guidelines with respect to employment of relatives, Employee Relations Department. 

Ordinance No. AO 2017-79, an ordinance authorizing a disposal of an electrical easement, located on a portion of Parkview Terrace East, Phase 1A, Tract 2, between Anchorage Water and Wastewater Utility and Matanuska Electric Association, Inc.  

Ordinance No. AO 2017-80, an ordinance authorizing the renewal of a five (5) year lease to the U.S. Department of Transportation Federal Aviation Administration for portions within Heritage Land Bank Parcels 4-033A and 4-034, legally described as Tract A Airport Subdivision (Plat 95-5) and E2 Sec 31 T13N R4W (PID 010-401-27; 010-401-09), at less than fair market value, Real Estate Department. 

Ordinance No. AO 2017-81, an ordinance authorizing the conveyance of Lot 1A, Block 12, Grandview Gardens Subdivision (PID 004-121-36), subject to a Deed of Trust for the benefit of the Municipality and a Declaration of Covenants, Conditions and Restrictions, from Organization for Northern Development, Inc. (AKA Out North Theater), to Cyrano’s Theatre Company, Real Estate Department. 

Ordinance No. AO 2017-82, an ordinance authorizing a time extension for designated cold weather social service facilities for health and safety reasons, Mayor’s Office.

Ordinance No. AO 2017-85, an ordinance of the Anchorage Municipal Assembly to waive permit fees on risk type one food establishment permits obtained for the sole purpose of preparing, processing, packaging, and selling cottage food in Calendar Year 2017, and requiring fees already paid for such purposes to be refunded, Department of Law.  

Resolution No. AR 2017-180, a resolution providing for revisions to the 2016 General Government Operating Budget to provide 2016 appropriations commensurate with 2016 expenditures for various departments and funds, Office of Management and Budget. 

Resolution No. AR 2017-181, a resolution of the Municipality of Anchorage reappropriating $424,840.84 from the Merrill Field Airport Capital Improvement Fund (581) to the Merrill Field Airport Operating Fund (581) to the Merrill Field Airport Operating Fund (580) for non capitalizable expenditures moved from Capital Projects to Operating in 2016, Merrill Field Airport. 

Resolution No. AR 2017-182, a resolution of the Municipality of Anchorage appropriating when tendered Federal Aviation Administration (FAA) Airport Improvement Program Grants in a total amount Not To Exceed $11,600,000, and appropriating $175,000 from the Merrill Field Capital Improvement Fund (581) all to Merrill Field’s Capital Improvement Fund (581) for 2017 Merrill Field Airport Capital Improvements and Match Requirements to FAA Grants, and amending the 2017 Merrill Field Capital Improvement Budget, Merrill Field Airport. 

Resolution No. AR 2017-183, a resolution of the Municipality of Anchorage appropriating $3,723,580 as a contribution from the 2017 Operating Budget, Chugiak, Birchwood, Eagle River Rural Road Service Area (CBERRRSA), Fund (119) to the CBERRRSA Capital Improvement Projects  (CIP) Fund (419) for road and drainage improvement projects, all within the Public Works Administration Department.  

Resolution No. AR 2017-184, a resolution of the Municipality of Anchorage appropriating $658,323 to the State Direct/Federal Pass-Through Grants Fund (231) a Federal Transit Administration Section 5303 Planning Pass-Through Grant In the form of an Alaska Community Transit Reimbursable Grant Agreement from the State of Alaska, Department of Transportation and Public Facilities, for providing Transit Planning, all within the Public Transportation Department. 

Resolution No. AR 2017-185, a resolution of the Municipality of Anchorage appropriating, when tendered, $300,099 as a Transfer of Responsibility Agreement (TORA) from the State of Alaska Department of Transportation and Public Facilities and appropriating $31,605 as a contribution from the Areawide General Fund (101), all to the State Direct/Federal Pass-Thru Grants Fund (231) AMATS: Traffic Control Signalization Program CY 2016-2018, within the Traffic Department. 

Resolution No. AR 2017-186, a resolution of the Municipality of Anchorage appropriating $417,669.64 to the State Direct/Federal Pass-Through Grants Fund (231) as a Transfer of Responsibilities Agreement (TORA) from the State of Alaska, Department of Transportation and Public Facilities, to fund the Anchorage Metropolitan Area Transportation Solutions (AMATS) Safety Improvement Program (Traffic Count Support) Project, within the Traffic Department. 

Resolution No. AR 2017-187, a resolution of the Municipality of Anchorage appropriating $122,500 from the Alaska Department of Transportation and Public Facilities (ADOT&PF), Federal Transportation Equity Act for the 21st Century Funding, to the Project Management and Engineering Department within the Anchorage Roads and Drainage Service Areas Capital Improvement Fund (441) for support related to AMATS Mountain View Drive Pathway Reconstruction, Project Management and Engineering (PM&E) Project 16-31. 

Resolution No. AR 2017-188, a resolution authorizing disposal of a Municipal Light and Power Utility easement without substantial value within Lot 10 Block 2 Northern Lights Subdivision (Plat P-54) (PID 009-032-34), Municipal Light & Power. 

Resolution No. AR 2017-189, a resolution authorizing disposal of a Municipal Light and Power Utility easement without substantial value within Lot 9 Block 2 Northern Lights Subdivision (Plat P-54) (PID 009-032-35), Municipal Light & Power.  

Resolution No. AR 2017-190, a resolution authorizing disposal of a Municipal Light and Power Utility easement without substantial value within Lot 8 Block 2 Northern Lights Subdivision (Plat P-54) (PID 009-032-36), Municipal Light & Power.

Resolution No. AR 2017-191, a resolution appropriating a contribution of $240,000 surplus revenue to the 2017 Heritage Land Bank (HLB) Operating Fund (221) and appropriating said contribution to the HLB Capital Improvement Project (CIP) Fund (421) for HLB inventory site preparation projects, all within the Real Estate Department.

Resolution No. AR 2017-192, a resolution approving the Heritage Land Bank 2017 Annual Work Program and 2018-2022 Five-Year Management Plan, Real Estate Department. 

Resolution No. AR 2017-195, a resolution of the Municipality of Anchorage appropriating $762,803 from the 2017 Maintenance and Operations Department, Equipment Maintenance Internal Service Operating Fund (601), Unrestricted Net Assets Account, to the 2017 Equipment Maintenance Internal Service Capital Fund (606) to purchase replacement vehicles and equipment.

Resolution No. AR 2017-196, a resolution of the Municipality of Anchorage reappropriating $299,883.68 from the Port of Anchorage Capital Improvement Fund (571) to the Port of Anchorage Operating Fund (570) for non capitalizable expenditures moved from Capital Projects to Operating in 2016, Port of Anchorage.
