NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of March 21, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-40, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapters 2.20 and 2.60 to update provisions for the Assembly Counsel’s Office, the Assembly Program and Budget Analyst, the Municipal Audit Committee, and the Office of the Ombudsman; and to repeal Regulation 2.60 of the Anchorage Municipal Code of Regulations (AMCR), Assembly Chair Gray-Jackson and Assembly Vice-Chair Traini. 

Ordinance No. AO 2017-41, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 2.50, Initiatives, Referenda and Recall, to clarify nomenclature and procedures, and amending definitions in AMC Section 1.05.020 for consistency, Assembly Chair Gray-Jackson and Assembly Vice-Chair Traini. 

Resolution No. AR 2017-75, a resolution of the Municipality of Anchorage re-appropriating unused, unobligated contributions of $33,021.63 as fund balance or as grant match for originating funds, and appropriating $52,205.66 of revenues related to fire programs, to the Anchorage Fire Department. 

Resolution No. AR 2017-76, a resolution of the Municipality of Anchorage appropriating $125,000 of Other Fines and Forfeitures Revenue from Federal Seizures and Forfeitures to the Federal/State Fine and Forfeiture Fund (257) for use by the Anchorage Police Department. 

Resolution No. AR 2017-77, a resolution of the Municipality of Anchorage appropriating $870,000 from earnings within the MOA Trust Fund (730) for expert financial management and support services provided in calendar year 2017, Finance Department/Municipal Treasurer.  

Resolution No. AR 2017-78, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $258,171 of operating-type revenues in Miscellaneous Operational Grants Fund (261), Chief Fiscal Officer, as a contribution to the Areawide General Fund (101), 2016 Fund Balance, Office of Management and Budget. 

Resolution No. AR 2017-79, a resolution confirming and levying special assessments for Special Assessment District 08-55, which constructed street improvements on Cliffside Drive and Eastridge Drive, and setting the date of assessment installment payments, interest on unpaid assessments, and providing for penalties and interest in the event of delinquency, Public Works Administration. 

Resolution No. AR 2017-80, a resolution of the Municipality of Anchorage adopting the Anchorage All-Hazards Mitigation Plan Update, Project Management & Engineering. 

Ordinance No. AO 2017-39, an ordinance determining and approving the total amount of the annual operating budget of the Anchorage School District for its Fiscal Year 2017-2018 and determining and appropriating the portion of the Assembly approved budget amount to be made available from local sources, Anchorage School District.

Ordinance No. AO 2017-42, an ordinance of the Anchorage Municipal Assembly repealing and reenacting Anchorage Municipal Code Chapter 1.15, Code of Ethics, Assembly Member Flynn, Assembly Ethics and Elections Committee Chair Petersen, and Assembly Ethics and Elections Committee Members Croft, Dunbar, and Traini.

Ordinance No. AO 2017-43,  an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 27.30.040 to provide that building permit fees for Building Safety Services in the Anchorage Building Safety Service Area collected by the Municipality are expended only for direct services to applicants for permits under Anchorage Municipal Code Title 23, Assembly Member Starr.

Ordinance No. AO 2017-44, an ordinance of the Municipality of Anchorage, Alaska, providing for, authorizing and approving the issuance of Wastewater Revenue Refunding Bonds for the Anchorage Wastewater Utility in one or more series for the purpose of providing long term financing for certain capital projects financed with Subordinate Lien Wastewater Revenue Notes and refunding certain outstanding Wastewater Revenue Bonds, Finance Department/Public Finance and Investments.  P

Ordinance No. AO 2017-45, an ordinance of the Municipality of Anchorage, Alaska, providing for, authorizing and approving the issuance of Water Revenue Refunding Bonds for the Anchorage Water Utility in one or more series for the purpose of providing long term financing for certain capital projects financed with Subordinate Lien Water Revenue Notes and refunding certain outstanding Water Revenue Bonds, Finance Department/Public Finance and Investments. 

Ordinance No. AO 2017-46, an ordinance authorizing and providing for the issuance of Not To Exceed $110,000,000 in aggregate principal amount of Tax Anticipation Notes; fixing certain details of said notes; providing for the form and manner of sale of said notes; pledging the receipts from ad valorem property taxes to be collected during year 2017 and the full faith and credit to the payment thereof; and delegating certain matters to the Chief Fiscal Officer in connection with the sale or placement of the notes, Finance Department/Public Finance and Investments.

Ordinance No. AO 2017-47,  an ordinance authorizing the disposal by perpetual, non-exclusive electrical easement to Chugach Electric Association, Inc. for an underground loop closure project for the Klatt Elementary School on municipal property, legally described as a portion of Tract B1 Pioneer Square Subdivision (Plat 80-216)(PID 019-112-02), Real Estate Department.

Ordinance No. AO 2017-48, an ordinance authorizing the disposal by perpetual, non-exclusive, surface and underground telecommunications and electrical easement to Municipal Light and Power for the North Star Elementary School on municipal property, legally described as a portion of the Catholic School Tract (Plat P-43A) (PID 002-195-12), Real Estate Department/Municipal Light & Power.

Ordinance No. AO 2017-49, an ordinance authorizing the disposal by sale of municipal property to Cook Inlet Housing Authority with development requirements and structured financing, also known as Heritage Land Bank Parcels 4-004, 4-005 and 4-006, legally described as Lots 9, 10 and 11 Block 66 Original Townsite of Anchorage (PID 001-055-11; 001-055-12; 001-055-13), Real Estate Department. 

Resolution No. AR 2017-89, a resolution appropriating $183,800 as a contribution from the 2017 Real Estate Department/Real Estate Services Division (RES) Operating Budget Areawide General Fund (101) to the RES Capital Improvement Project (CIP) Areawide Fund (401) for City Hall CIP Maintenance and Improvements ($108,800) and Tenant Improvements ($75,000), all within the Real Estate Department. 

Resolution No. AR 2017-90, a resolution appropriating $120,000 as a contribution from the 2017 Real Estate Services Division Operating Fund (101) and appropriating said contribution to the Areawide General Capital Improvement Project Fund (401) for payment of principal and interest on an Inter-Fund Loan for the Eagle River Town Center, all within the Real Estate Department. 

Resolution No. AR 2017-91, a resolution of the Municipality of Anchorage appropriating $270,987.80, when tendered, from the State of Alaska, Department of Transportation and Public Facilities, to the State Dir/Fed Pass-thru Grants Fund (231), for a Transfer of Responsibilities Agreement for the Anchorage Metropolitan Area Transportation Solutions Vision Zero Program in the Office of Economic & Community Development.

Resolution No. AR 2017-92, a resolution of the Municipality of Anchorage appropriating $286,042.68 from the State of Alaska, Department of Transportation and Public Facilities, to the State Dir/Fed Pass-Thru Grants Fund (231), for a Transfer of Responsibilities Agreement for the Anchorage Metropolitan Area Transportation Solutions Non-Motorized Plans Update in the Planning Department.

Resolution No. AR 2017-94, a resolution of the Municipality of Anchorage approving a Master Tax-Exempt Lease/Purchase Agreement Loan and appropriating an amount Not To Exceed Four Million Five Hundred Thousand Dollars ($4,500,000) to the Information Technology Fund (607) and the appropriation of those funds to the Capital Improvement Fund (608) for SAP implementation, Finance Department.
