NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of March 19, 2019.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2019-29, an ordinance authorizing retention of a tax foreclosed parcel for public purposes, legally described as Lot 46 Block 8 Laurel Acres Subdivision (PID 012-492-33), Real Estate Department. 

Ordinance No. AO 2019-30, an ordinance authorizing the sale of properties foreclosed on for delinquent taxes and/or special assessments, Real Estate Department. 

Ordinance No. AO 2019-32, an ordinance of the Anchorage Assembly amending certain sections in Anchorage Municipal Code Chapter 14.70 to raise the minimum legal age to purchase cigarettes and tobacco products within the Municipality from 19 to 21 years of age, Assembly Member Traini. 

Ordinance No. AO 2019-33, an ordinance of the Anchorage Assembly clarifying the type of special offer reductions to the sales price of marijuana or marijuana products that are allowed before the retail sales tax is applied to the purchase transaction, by amending certain sections of Anchorage Municipal Code Chapter 12.50, Assembly Member Weddleton, Assembly Member Dunbar, and Assembly Member Constant. 

Ordinance No. AO 2019-34, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Titles 14, 17 and 25 to enact a prohibition on dogs and other domesticated animals from the Campbell Creek Estuary Natural Area, and provide for fines, Assembly Member Weddleton.

Ordinance No. AO 2019-36, an ordinance authorizing a Ground Lease between the Anchorage Community Development Authority (Lessor) and 6th Avenue H & A, LLC (Tenant) at Lot 1B, Block 68, Original Townsite (Parcel #:002-114-45-000) generally located on 6th Avenue between G and H Street, Office of Community and Economic Development. 

Resolution No. AR 2019-59, a resolution of the Municipality of Anchorage appropriating $770,000 from earnings within the MOA Trust Fund (730000) for expert financial management and support services provided in calendar year 2019, Finance Department.

Resolution No. AR 2019-71, a resolution approving an Administrative Agreement (IAFF AA # 2019-01) between the Municipality of Anchorage and the International Association of Fire Fighters Local 1264 regarding Medical Expense Reimbursement Plan, Emergency Medical Services Response Vehicle, Four-Person Staff Fire Apparatus, Emergency Medical Technician/Paramedic Rotations, Advanced Ranked Paramedics Working on a Mobile Intensive Care Unit, and Mobile Intensive Care Unit Premium Pay, Employee Relations Department. 

Ordinance No. AO 2019-28, an ordinance determining and approving the total amount of the annual operating budget of the Anchorage School District for its Fiscal Year 2019-2020 and determining and appropriating the portion of the Assembly approved budget amount to be made available from local sources, Anchorage School District. 

Ordinance No. AO 2019-38, an ordinance of the Municipality of Anchorage providing for a revision of the Anchorage School District Budget for Fiscal Year 2018-2019, Anchorage School District. 

Ordinance No. AO 2019-35, an ordinance authorizing a ten (10) year lease with two (2) five-year options between the Municipality of Anchorage (Tenant) and Providence Health & Services – Washington DBA Providence Health & Services Alaska (Lessor) for the use of the premises located at 4901 A Street, Suite 1130, for the Anchorage Police Department’s Sexual Assault Response Team and Crimes Against Children Programs, Real Estate Department.   

Ordinance No. AO 2019-37, an ordinance authorizing the disposal by Intra-Governmental Permit for a perpetual, non-exclusive electrical easement to Municipal Light and Power (ML&P), of portions within Heritage Land Bank Parcel 4-046, legally described as Block 35 East Addition of Original Townsite of Anchorage (PID 002-082-01), Real Estate Department. 

Ordinance No. AO 2019-39, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 16.65 to prohibit smoking cigarettes within 10 feet of any playground in the Municipality of Anchorage while children are present, Assembly Member Traini 

Ordinance No. AO 2019-40, an omnibus ordinance of the Anchorage Assembly eliminating Municipal regulation of taxicabs, limousines, and other vehicles for hire, by amending the Anchorage Municipal Code of Regulations to repeal relevant chapters and provisions, Assembly Chair Croft.   

Resolution No. AR 2019-66, a resolution appropriating $187,600 as a contribution from the 2019 Real Estate Department/Real Estate Services Division (RES) Operating Budget Areawide General Fund (101000) to the RES Capital Improvement Project (CIP) Areawide Fund (401800) for City Hall CIP maintenance and improvements ($112,600) and tenant improvements ($75,000), all within the Real Estate Department. 

Resolution No. AR 2019-86, a resolution of the Anchorage Municipal Assembly stating its protest regarding the transfer of ownership of restaurant/eating place liquor license #2276 with restaurant designation permit for Café La Vita, LLC DBA Kumagoro Restaurant located at 533 W 4th Ave., Anchorage, AK 99501 and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-87, a resolution of the Anchorage Municipal Assembly stating its protest regarding a new beverage dispensary-duplicate liquor license #5731 for Bernard I. Souphanavong DBA Bernie’s Bungalow Lounge located at 626 D St., Anchorage, AK 99501 and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-88, a resolution of the Anchorage Municipal Assembly stating its protest regarding a new beverage dispensary-duplicate liquor license #5732 for Bernard I. Souphanavong DBA Bernie’s Bungalow Lounge located at 626 D St., Anchorage, AK 99501 and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-89, a resolution of the Anchorage Municipal Assembly stating its protest regarding the new winery liquor license #5750 for Two Seasons Mead, LLC DBA Two Seasons Meadery located at 801 E 82nd Ave., Unit D3, Anchorage, AK 99518 and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-90, a resolution of the Anchorage Municipal Assembly stating its protest regarding the transfer of ownership for beverage dispensary liquor license #1666 for Irwin Development DBA Irwin Development Group, LLC (no premises) and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-91, a resolution of the Anchorage Municipal Assembly stating its protest regarding the renewal of wholesale-general liquor license #5041 for Bill’s Distributing, Inc. DBA Avalanche Spirits located at 7900 Schoon St., Anchorage AK, 99518 and authorizing the Municipal Clerk to take certain action.

Resolution No. AR 2019-92, a resolution of the Anchorage Municipal Assembly stating its protest regarding the renewal of restaurant/eating place liquor license #4991 for Turnagain Arm BBQ Pit, LLC DBA Turnagain Arm BBQ Pit located at 27957 Seward Hwy., Indian, AK 99540 and authorizing the Municipal Clerk to take certain action.
