NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of July 31 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Resolution No. AR 2018-181, a resolution of the Anchorage Municipal Assembly naming the Southcentral Law Enforcement Tactical Range and Training Facility the “Ted R. Smith Tactical Training Facility for Law Enforcement”, Mayor’s Office. 

Ordinance No. AO 2018-56, an ordinance amending the zoning map and approving the rezoning of a portion of Tract 1, Municipal Tudor Road Complex Subdivision (Plat 2003-183), from PLI (Public Lands and Institutions) District to B-3 SL (General Business with Special Limitations) District, containing ±20.17 acres, generally located south of East Tudor Road, west of Elmore Road, and north of the Permit Center Campus at 4700 Elmore Road, within the NE 1/4 of Section 22, T13N, R3W, S.M., Alaska (University Area Community) Planning and Zoning Commission Case 2018-0013), Planning Department. 

Ordinance No. AO 2018-57, an ordinance authorizing a non-competitive lease between the Municipality of Anchorage (Lessee) and the Chugiak Volunteer Fire and Rescue Company, Inc. for telecommunication facilities on a portion of Tract A Latimer Hall Subdivision (Plat 88-27) (PID 051-262-07), Real Estate Department.  

Ordinance No. AO 2018-58, an ordinance authorizing the use of a portion of Municipal property within the dedicated Goose Lake Park for the expansion and development of Municipal Light and Power (ML&P) Substation #8 and authorizing the Mayor to designate Management Authority from the Parks and Recreation Department to ML&P, legally described as a portion of Tract 16B Goose Lake Land Exchange Subdivision (Plat 93-44) (PID 004-181-12), Real Estate Department.

Ordinance No. AO 2018-59, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 21.05.040, Community Uses: Definitions and Use-Specific Standards and Subsection 21.07.110F., Site Design, to fix incorrect and missing cross references, Planning Department. 

Ordinance No. AO 2018-60, an ordinance authorizing the extinguishment of the 2018 property taxes for Municipal property, legally described as Lot 8 Reflection View Subdivision (Plat 99-70) (PID 007-096-59), Real Estate Department. 

Ordinance No. AO 2018-61, an ordinance amending Anchorage Municipal Code Section 15.20.020 regarding Notice of Abatement of Prohibited Campsites as Public Nuisances to require notice to Community Councils of posted zone-based abatement areas within their boundaries, Assembly Member Rivera. 

Ordinance No. AO 2018-62, an ordinance repealing Anchorage Municipal Code Section 4.80.010 and amending Anchorage Municipal Code Sections, 25.35.015, 25.35.020, 25.35.030, 25.35.050, 25.35.060, 25.35.065, 25.35.080, 25.35.110, and 25.35.170 to update and confirm the powers and authority of the Anchorage Community Development Authority, Office of Economic & Community Development. 

Resolution No. AR 2018-203, a resolution of the Municipality of Anchorage appropriating $150,000 of Areawide General Fund (101000), Fund Balance to the Municipal Clerk’s Office, Assembly Department, Areawide General Fund (101000) to pay costs associated with the August 7, 2018 Special Election for District 3 - Assembly Seat, Assembly Chair Dunbar. 

Resolution No. AR 2018-205, a resolution of the Anchorage Municipal Assembly stating its protest regarding a new Restaurant/Eating Place Liquor License #5674 with Restaurant Designation Permit for Jong And Soo Corporation DBA Chef Lee & Pickle Barrel Deli located at 1565 S. Bragaw, Ste. 103, Anchorage, AK 99508 and authorizing the Municipal Clerk to take certain action (Russian Jack Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft and Assembly Public Safety Committee Chair Dyson. 

Resolution No. AR 2018-210, a resolution of the Anchorage Municipal Assembly setting a public hearing on the protest of Restaurant/Eating Place Liquor License #5680 for Chong Sanders DBA TK Restaurant located at 3820 Spenard Rd., Anchorage AK, 99517; and authorizing the Municipal Clerk to take certain action (Spenard Community Council), Assembly Chair Dunbar, Assembly Vice-Chair Croft and Assembly Public Safety Committee Chair Dyson. 

Resolution No. AR 2018-215, a resolution adopting the 2018 Housing and Community Development Annual (HCDA) Action Plan, which constitutes application to the U. S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the National Housing Trust Funds (HTF), from Section 1131 of the Title 1 Housing and Economic Recovery Act (HERA) of 2008 as a subgrant through Alaska Housing Finance Corporation (AHFC).  This resolution appropriates the 2018 annual entitlement grants from HUD in the amounts Not To Exceed $1,726,068 in CDBG entitlement, $16,900 of CDBG Program Income, $733,068 in HOME Entitlement, $287,917 in HOME Program Income, $145,198 in ESG Entitlement; all to the Federal Grant Fund (241) and $733,068 of 2018 HUD National Housing Trust Funds (HTF) to State Direct/Federal Pass-Thru Grant Fund (231) for the Department of Health and Human Services.
