NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of January 24, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-1, an ordinance of the Anchorage Municipal Assembly formally dedicating approximately 10 acres of municipal land located in the Southeast Corner of the Northwest One-Quarter of Section 25, Township 15 North, Range 2 West, Seward Meridian, as municipal park land, subject to certain exceptions, and adding this approximately 10 acres of dedicated park land to Beach Lake Regional Park, Assembly Member Starr. 

Ordinance No. AO 2017-2, an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters residing within the Anchorage Parks and Recreation Service Area (APRSA) and areas proposed to be added to APRSA, at the Regular Municipal Election on April 4, 2017 a ballot proposition authorizing the Municipality of Anchorage to extend the Parks & Recreation Service Area, to update the currently codified maps of APRSA and the Eagle River-Chugiak Parks and Recreation Service Area, and to amend sections of the Anchorage Municipal Code to conform to the results of the election, Assembly Member Weddleton. 

Ordinance No. AO 2017-3, an ordinance of the Anchorage Municipal Assembly calling a Special Election By Mail for the purpose of submitting a ballot proposition to the qualified voters residing in the area affected for creation of a Street Light Service Area (SLSA), requested by petition from property owners within the area, which SLSA includes certain real property adjacent to Wren Circle and Wren Lane, to be designated as the “Wren Lane SLSA”, and to, upon voter approval, automatically consolidate the Wren Lane SLSA with the Eagle River SLSA and accordingly amend the Eagle River SLSA Map in Anchorage Municipal Code Section 27.30.700, with an effective date retroactive to January 1, 2017, Public Works Department. 

Ordinance No. AO 2017-4, an ordinance amending Anchorage Municipal Code Chapter 28.120, Election Commission, amending the structure, qualifications, duties, and pay of the Election Commission, Assembly Member Petersen. 

Ordinance No. AO 2017-5,  an ordinance authorizing the disposal by a five (5) year lease with four (4) five-year renewal options to Verizon Wireless, LLC for the installation and operation of telecommunication facilities on a portion of Heritage Land Bank (HLB) Parcel 3-064, legally described as a Portion of N1/2 NE1/4 Sec 4 T12N R3W (PID 014-931-01), and amending the HLB 2016 Annual Work Program and 2017-2021 Five-Year Management Plan, Real Estate Department.  Ordinance No. AO 2017-6, an ordinance authorizing a one (1) year lease with two (2) one-year renewal options between the Municipality of Anchorage and First American Title Company, a California Corporation, for Suite 168, a 374 square foot office space in the Eagle River Town Center, located at 12001 Business Boulevard in Eagle River, Real Estate Department.

Ordinance No. AO 2017-7, an ordinance authorizing a three (3) year lease with two (2) one-year renewal options between the Municipality of Anchorage and Northern Hospitality Group for office space at Cottage 25, located at 645 West Third Avenue, Anchorage, Real Estate Department. 

Ordinance No. AO 2017-8, an ordinance authorizing a long term lease between the Municipality of Anchorage as Lessor and Hinterland Holdings, LLC, DBA Alaska Air Transit, as Lessee of Lot 7, Block 3, Merrill Field Replat, located between Runway 7/25 and Merrill Field Drive, Merrill Field Airport. 

Ordinance No. AO 2017-9, an ordinance of the Anchorage Assembly enacting Anchorage Municipal Code Sections 26.30.050 and 4.50.110 to add an Asset Retirement Obligation Investment Fund for the Beluga River Gas Field partially owned by Municipal Light & Power and establishing an Investment Fund Board, Finance Department/Public Finance & Investments. 

Ordinance No. AO 2017-10, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 21.05 and Section 21.10.050 to add Outdoor Storage and Vehicle Storage Associated with a Community Use as Allowed Principal Uses in Anchorage and Eagle River in the Public Lands and Institutions (PLI and CE-PLI) and Parks and Recreation (PR and CE-PR) Zoning Districts; as Allowed Accessory Uses in the General Business (B-3 and CE-B-3), Public Lands and Institutions (PLI and CE-PLI), and Parks and Recreation (PR and CE-PR) Zoning Districts; and to include Definitions and Use-Specific Standards for these added Principal and Accessory Uses (Planning and Zoning Commission Case 2016-0128), Planning Department. 

Ordinance No. AO 2017-11, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Subsections 21.06.030 D.4, Establishment of Grade Plane for Determining Building Height, 21.07.020.C.2. Applicability for Steep Slope Requirements, and 21.07.020.C.3.i. Steep Slope Building Design Standards, to establish a simplified method for determining base grade and to allow construction in steep slope areas to the same height standards as the underlying zoning district allows (Planning and Zoning Commission Case 2016-0151), Planning Department. 

Ordinance No. AO 2017-12, an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters of the Municipality of Anchorage a ballot proposition to amend the Anchorage Municipal Charter to adopt a two-percent bed tax dedicated to Areawide Public Safety and the promotion of tourism, for approval by a majority (fifty percent plus one) of qualified voters voting on the question, Assembly Vice-Chair Traini.  

Ordinance No. AO 2017-13, an ordinance of the Anchorage Assembly submitting to the qualified voters of the Municipality at the Regular Municipal Election on April 4, 2017, an  advisory ballot proposition on whether the Municipality of Anchorage should continue to supplement the fluoride content of the municipal drinking water supply, Assembly Member Demboski. 

Resolution No. AR 2017-11, a resolution appropriating $573,459 of Wetlands Mitigation Credits Revenue to the Heritage Land Bank Division (HLB) Fund (221) as a contribution and appropriating said contribution to the HLB Capital Improvement Project Fund (421) for the 100th Avenue Extension Project Conservation Easement, all within the Real Estate Department. 

Resolution No. AR 2017-12, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $123,187 of Non-Operating Income to the Federal Grants Fund (241) for program administration, planning, grant management and community development services in the Department of Health and Human Services.  Resolution No. AR 2017-13, a resolution of the Municipality of Anchorage appropriating and adopting 2016 Substantial Amendment #2 to the Housing and Community Development 2016 HUD Action Plan, for the Department of Health and Human Services.

Resolution No. AR 2017-14, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $902,471 from the Alaska Department of Commerce, Community and Economic Development to the State Direct/Federal Pass-Thru Grants Fund (231); for the Anchorage Domestic Violence and Sexual Assault Intervention Program (ADVSAIP) in the Department of Health and Human Services. 

Resolution No. AR 2017-15, a resolution of the Municipality of Anchorage appropriating $1,000,000 of Ben Boeke Revenues within the Anchorage Bowl Parks & Recreation Service Area Capital Improvement Program Fund (461), for capital improvements at the Dempsey Anderson Ice Arena within the Office of Economic and Community Development.  

Resolution No. AR 2017-16, a resolution authorizing the use of eminent domain and acceptance of the Decisional Documents for the construction of Spenard Road Reconstruction Phase II Project, Project Management & Engineering Project No. 03-22b.
