The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of February 28, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-17, an ordinance amending the zoning map and approving the rezoning of Lot 1, Block 15B, Third Addition Anchorage, from R-3 (Mixed Residential) District for R-4SL (Multifamily Residential with Special Limitations) District, containing  ±0.161 acres, generally located south of East 11th Avenue, west of Cordova Street, north of East 12th Avenue, and east of Barrow Street, within the SE ¼ of Section 8, T13N, R3W, Seward Meridian, Alaska (South Addition, Fairview, and Downtown Community Councils) (Case 2016-0011), Planning Department. 

Resolution No. AR 2017-31, a resolution ratifying a Collective Bargaining Agreement between the Municipality of Anchorage and the International Brotherhood of Electrical Workers Local 1547, Employee Relations Department.  

Ordinance No. AO 2017-19, an ordinance authorizing the disposals by Intra-Governmental Permits for public use easements to Project Management and Engineering of portions of Heritage Land Bank (HLB) Parcels 3-038, 3-040 and 3-045, legally described as portions of E1/2 SE1/4 NW1/4 Sec 35 T13N R3W, E1/2 NE1/4 SW1/4 Sec 35 T13N R3W, and S1/2 NE1/4 Sec 35 T13N R3W (PID 007-251-01; 007-241-01; 007-271-01), for the Campbell Airstrip Road Project and amending the HLB 2016 Annual Work Program & 2017 - 2021 Five-Year Management Plan, Real Estate Department. 

Ordinance No. AO 2017-20, an ordinance amending the zoning map and approving the rezoning of Lot 1 Block 4, Lot 2 Block 9, and Lot 2 Block 4, Laurel Acres Subdivision, from R-1 (Single-Family Residential) District to I-2 (Heavy Industrial) District, containing ±19.01 acres, generally located at the Northeast corner of the intersection of W. 100th Avenue (extended) and Arctic Boulevard (extended), within the NE 1/4 of section 13, T12N, R4W, Seward Meridian, Alaska. (Bayshore-Klatt and Taku-Campbell Community Councils) (Planning and Zoning Commission Case 2016-0097), Planning Department. 

Ordinance No. AO 2017-21, an ordinance authorizing retention of a tax foreclosed parcel for public purposes, legally described as Lot 11 Block 1 Laurel Acres Subdivision (Plat 70-297) (PID 012-502-22-000), Real Estate Department. 

Ordinance No. AO 2017-22, an ordinance authorizing the disposal by thirty (30) year lease with one (1) twenty-five (25) year renewal option to H.R. Redmond Company, Inc. for Heritage Land Bank Parcel 6-057A, legally described as Lot 1 Block 2 Girdwood Industrial Park Subdivision Phase I (PID 075-131-09; Plat 2016-67), Real Estate Department. 

Ordinance No. AO 2017-23, an ordinance authorizing the disposal by thirty (30) year lease with one (1) twenty-five (25) year renewal option to Geo Contracting, LLC for Heritage Land Bank Parcel 6-057B, C and E, legally described as Lots 2, 3 and 5 Block 2 Girdwood Industrial Park Subdivision Phase I (PID 075-131-10, 075-131-11, 075-131-13; Plat 2016-67), Real Estate Department. 

Ordinance No. AO 2017-24, an ordinance authorizing the disposal by five (5) year lease with six (6) five (5) year renewal options to on sight snow removal for Heritage Land Bank Parcel 6-057D, legally described as lot 4 Block 2 Girdwood Industrial Park Subdivision Phase I (PID 075-131-12; Plat 2016-67), Real Estate Department. 

Ordinance No. AO 2017-25, an ordinance authorizing the sale of properties foreclosed for delinquent taxes and/or special assessments, Real Estate Department.  

Ordinance No. AO 2017-26, an ordinance of the Anchorage Municipal Assembly to require health care practitioners and facilities, upon request, to provide an estimate of anticipated health care charges, Department of Health and Human Services.  

Ordinance No. AO 2017-27, an ordinance authorizing the acquisition of real property, legally described as a portion of SW1/4 SE1/4 Sec 17 T12N R3W (PID 016-061-52), for an amount not to exceed four thousand four hundred dollars ($4,400) plus closing costs, Real Estate Department.  

Ordinance No. AO 2017-28, an ordinance amending AO 2016-137(S), to increase the authority for tenant improvements to the leased premises located at 619 East Ship Creek Avenue for the Vote by Mail Elections Program by sixty thousand dollars ($60,000), Assembly Chair Gray-Jackson. 

Ordinance No. AO 2017-29, an ordinance amending Anchorage Municipal Code Title 28, Elections, to implement voting by mail and make other changes related to municipal elections, Assembly Vice-Chair Traini, Assembly Members Petersen, Croft, and Dunbar. 

Ordinance No. AO 2017-30, an ordinance of the Anchorage Assembly amending Anchorage Municipal Code Title 11 to add a new chapter to accommodate and regulate the entry of Transportation Network Companies (TNC) and their services into the Anchorage Area Transportation Services Market, amending AMC Section 14.60.030 to establish civil fines for violations, and related matters, Assembly Member Evans. 

Ordinance No. AO 2017-31, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 10.20 relating to record keeping and reporting requirements and other requirements for scrap metal dealers, and dealers of precious metals; and amending the municipal civil fine schedule, Assembly Vice-Chair Traini and Assembly Chair Gray-Jackson. 

Ordinance No. AO 2017-33, an ordinance authorizing a three (3) year lease with one five (5) year option to extend between the Municipality of Anchorage (Tenant) and ACS of Anchorage, LLC (Lessor) for premises located at 182 Lindblad Avenue, Girdwood, Alaska for police business office space, Real Estate Department. 

Ordinance No. AO 2017-34, an ordinance of the Municipality of Anchorage, Alaska, authorizing the borrowing and accepting, from the State of Alaska Clean Water Fund, an aggregate amount not to exceed $13,525,600 for the purpose of financing a portion of fifteen AWWU capital improvement wastewater projects and providing for related matters, Anchorage Water and Wastewater Utility.

Ordinance No. AO 2017-35, an ordinance of the Municipality of Anchorage, Alaska, authorizing the borrowing and accepting, from the State of Alaska Drinking Water Fund, an aggregate amount not to exceed $5,155,000 for the purpose of financing a portion of eight AWWU Capital Improvement Water Projects and providing for related matters, Anchorage Water and Wastewater Utility. 

Ordinance No. AO 2017-36, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 15.20 to include certain unauthorized operation of unmanned aerial vehicles (“UAV” and “Drones”) over private property in the enumeration of prohibited public nuisances; and providing for potential amendment to Anchorage Municipal Code Chapter 14.60 to provide confiscation as an additional penalty for repeat offenses, Assembly Member Flynn. 

Resolution No. AR 2017-39, a resolution of the Municipality of Anchorage re-appropriating nine thousand one hundred seventy-six dollars and sixty-one cents ($9,176.61) of excess contributions within the State Direct/Federal Pass-Through Grants Fund (231), and appropriating contributions from the 2016 Public Transportation Operating Budget, Area-Wide General Fund (101) in the amounts of one hundred eighty-nine thousand one hundred sixty-eight dollars and thirty-nine cents ($189,168.39) to the State Direct/Federal Pass-Through Grants Fund (231) and three hundred eleven thousand one hundred eighty-seven dollars ($311,187) to the Federal Grants Fund (241) for local Match and Municipal Central Services Agencies’ support to State of Alaska and Federal Transit Administration Operating Grants, all within the Public Transportation Department. 

Resolution No. AR 2017-40, a resolution of the Municipality of Anchorage appropriating land sale revenue of three hundred thirty-seven thousand four hundred sixty dollars ($337,460) to the Heritage Land Bank (HLB) Fund (221) and sixty-two thousand six hundred fifty dollars ($62,650) to the Areawide General Fund (101) all within the Real Estate Department as contributions to the Anchorage Fire Department, Anchorage Fire Service Area Fund (131) for repayment of an inter-fund loan; and appropriating fifteen thousand nine hundred nine dollars ($15,909) of said contribution to the Anchorage Fire Department, Anchorage Fire Service Area Fund (131) for inter-fund loan interest payments in 2016, Anchorage Fire Department. 

Resolution No. AR 2017-41, a resolution appropriating a contribution of four hundred thousand dollars ($400,000) approved in the 2017 parks and recreation department operating budget from the Anchorage Bowl Parks and Recreation Service Area Fund (161) to the Anchorage Bowl Parks and Recreation Service Area Capital Improvement Project Fund (461), all within the Parks and Recreation Department, for the purpose of purchasing capital equipment and improving parks, trails and facilities, Parks and Recreation Department. 

Resolution No. AR 2017-43, a resolution of the Municipality of Anchorage appropriating five hundred eighty-five thousand nine hundred sixty-three dollars ($585,963) as a contribution from the 2017 Maintenance and Operations Department, Facility Maintenance Division Areawide General Fund (101) to the Areawide Capital Improvement Fund (401) in the Maintenance and Operations Department for major municipal facility upgrades and repairs, Maintenance and Operations Department.  

Resolution No. AR 2017-45, a resolution appropriating three hundred sixty-six thousand twenty-two dollars ($366,022) from the State of Alaska, Department of Transportation and Public Facilities (DOT&PF) to the State Direct/Federal Pass-Thru Grants Fund (231) under the Traffic Department for the Anchorage Metropolitan Area Transportation Solutions (AMATS) Multi-Modal Volume Counters program, Traffic Department. 

Resolution No. AR 2017-50, a resolution of the Municipality of Anchorage appropriating one hundred and twenty nine thousand five hundred and sixty six dollars ($129,566) as a supplemental grant award from the State of Alaska, Department of Health and Social Services to the State Direct/Federal Pass-Thru Grants Fund (231), for the provision of public health emergency preparedness and response in the Department of Health and Human Services.  

Resolution No. AR 2017-57, a resolution of the Municipality of Anchorage appropriating five million dollars ($5,000,000) of Areawide Fund (101) Fund Balance to the Areawide Fund (101), Office of the Chief Fiscal Officer and seven hundred fifty thousand dollars ($750,000) of Solid Waste Disposal Fund (562) unrestricted net position to the Solid Waste Disposal Fund (562), Solid Waste Services Department all for settlement of Eklutna vs. Municipality pending in the Alaska State Courts, Office of Management and Budget.  

Resolution No. AR 2017-58, a resolution of the Municipality of Anchorage appropriating funds for the Anchorage Water Utility and Anchorage Wastewater Utility 2017 Capital Budgets, Finance Department. 

Resolution No. AR 2017-59, a resolution of the Municipality of Anchorage appropriating an amount not to exceed one million three hundred thousand dollars ($1,300,000) of Fire Service Area Fund (131) Fund Balance to Fire Service Area Fund (131), and an amount not to exceed two hundred thousand dollars ($200,000) of Areawide General Fund (101) Fund Balance to Areawide General Fund (101), all within the Anchorage Fire Department 2016 Operating Budget, commensurate with anticipated 2016 expenditures, Anchorage Fire Department. 

Resolution No. AR 2017-60, a resolution of the Municipality of Anchorage appropriating eight hundred thirty-five thousand one hundred ninety-seven dollars ($835,197)  from the 2017 Maintenance and Operations Department, Equipment Maintenance Internal Service Operating Fund (601), unrestricted Net Assets Account, to the 2017 Equipment maintenance internal service capital fund (606) to purchase replacement vehicles and equipment, Maintenance and Operations Department.
