NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of February 14, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-14, an ordinance amending the zoning map and approving the rezoning of approximately 3.95 acres from R-3 (Mixed Residential) District to R-O (Residential Office) District, for the properties legally described as T13N R3W Section 28 Lot 40 East 198 Feet, T13N R3W Section 28 Lot 40 West 132 Feet, and T13N R3W Section 28 Lot 21, generally located north of East Tudor Road, west Of Piper Street, and south of East 42nd Avenue, in Anchorage Alaska  (University Area Community Council) (Planning and Zoning Commission Case No. 2016-0105), Assembly Vice-Chair Traini. 

Resolution No. AR 2017-17, a resolution of the Municipality of Anchorage, Alaska, confirming and levying assessments for the sewer special improvements within Levy Upon Connection (LUC) Roll 16-S-2, setting date of payment and providing for penalties and interest in the event of delinquency, Anchorage Water and Wastewater Utility. 

Resolution No. AR 2017-18, a resolution of the Municipality of Anchorage, Alaska, confirming and levying assessments for the water special improvements within Levy Upon Connection (LUC) Roll 2016-W-2, setting date of payment and providing for penalties and interest in the event of delinquency, Anchorage Water and Wastewater Utility.

Ordinance No. AO 2017-15,  an ordinance amending Anchorage Municipal Code Chapter 2.40.040, Community Councils, to create a process and standards for mergers of two or more community councils, Assembly Chair Gray-Jackson and Assembly Vice-Chair Traini.   

Ordinance No. AO 2017-16, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 10.80 to prohibit marijuana establishments from offering or advertising  a military discount to any individual in the status of active duty, guard, or reserves in the United States Military; amending the municipal Fine Schedule; and providing for sunset of the prohibition and fine if the Department of Defense or the United States Congress issues guidance or changes the law to allow service members to use cannabis and remain in active, guard, and reserve status without potential for discipline or administrative separation, Assembly Member Dunbar and Assembly Vice-Chair Traini.   

Ordinance No. AO 2017-18, an ordinance authorizing the disposal by perpetual, non-exclusive electrical easement to Chugach Electric Association, Inc. on a portion of Heritage Land Bank (HLB) Parcel 3-041, legally described as a Portion of NW1/4 NE1/4 Tract B Sec 35 T13N R3W (PID 007-261-07), for the Campbell Airstrip Road Project and amending the HLB 2016 Annual Work Program and 2017-2021 Five-Year Management Plan, Real Estate Department. 

Resolution No. AR 2017-29, a resolution of the Municipality of Anchorage appropriating $2,000,000 of Unrestricted Net Position from the Port of Anchorage Fund (570) to the Port of Anchorage Capital Improvement Projects Fund (571) for Phase 2 of the Anchorage Port Modernization Program (APMP), all within the Port of Anchorage. 

Resolution No. AR 2017-30, a resolution authorizing the use of eminent domain and acceptance of Decisional Documents for the construction of Yosemite Drive Upgrade, Eagle River Loop to Yellowstone Drive, Project Management & Engineering Project No. 13-36. 

Resolution No. AR 2017-33, a resolution appropriating $68,845f Lease Revenue as a contribution to Areawide General Fund (101) and appropriating said contribution to the Areawide General Capital Improvement Project (CIP) Fund (401) and appropriating a contribution in the amount of $60,466 from Areawide General Fund (101) to the Areawide General CIP Fund (401) for payment of principal and interest on an inter-fund loan for the Eagle River Town Center (ERTC); reappropriating a contribution in Areawide General CIP Fund (401) in the amount of $3,425.52 from Unit 3 to Unit 1 for expenses; and appropriating a contribution of $160,869.66) from Areawide General Fund (101) To Areawide General CIP Fund (401) to cover expenses of Unit 1, all within the Real Estate Department.

Resolution No. AR 2017-34, a resolution of the Municipality of Anchorage appropriating $190,549 to the State Direct/Federal Pass-Thru Grants Fund (231), as a Transfer of Responsibility Agreement, when tendered, from the State of Alaska, Department of Public Works & Public Facilities, to be used for Arterial Roadway Dust Control, and appropriating $18,060 to the State Direct/Federal Pass-Thru Grants Fund (231), as a contribution from the 2017 Operating Budget, Anchorage Roads and Drainage Service Area Fund (141), in support of said grant, all within the Maintenance and Operations Department. 

Resolution No. AR 2017-35, a resolution of the Municipality of Anchorage appropriating $500,000, when tendered, as a grant from the Bloomberg Philanthropies to the Miscellaneous Operational Grants Fund (261), Office of Economic & Community Development, to create an innovation team. 

Resolution No. AR 2017-36, a resolution of the Municipality of Anchorage appropriating contributions from the Areawide General Fund (101) 2016 Operating Budgets for continuation of projects in the amounts of: $1,202,776 to the Areawide General Capital Improvement Projects Fund (401) for the Vote-By-Mail Project all within the Assembly Department; $198,115 to the Areawide General Capital Improvement Projects Fund (401) for the GIS Self-Serve Application Project all within the Office Of Economic & Community Development; $255,875 to the Areawide General CIP Fund (401) for the Marijuana Sales Tax Database Implementation Project all within the Finance Department, Treasury Division; and $16,186 to the Miscellaneous Grants Fund (261) for the IGC Review Project all within the Office of Management & Budget.  

Resolution No. AR 2017-37, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $114,822.50 to the Areawide General and Various Service Areas (SA) Capital Improvement Projects (CIP) Funds from premiums on the sale of 2016 General Obligation Bond Series A for the payment of bond issuance costs in an amount Not To Exceed $108,074.17 and for contributions in an amount Not To Exceed $6,748.33 from the same Areawide General and Various SA CIP Funds to their respective Areawide General and Various SA Operating Funds for future debt service payments, Finance Department/Public Finance and Investments.
