NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of February 12, 2019.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2019-9, an ordinance amending Anchorage Municipal Code Titles 6, 14 and 15 to impose additional fees and penalties for long-term vacant properties and persistent nuisance properties, creating a dedicated Nuisance Property Abatement Fund, and establishing a Foreclosure Registry, Department of Law.

Ordinance No. AO 2019-11, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code (AMC) 21.03.100, Land Use Permits; AMC 21.04.030 Commercial Districts; AMC 21.05.040K., Telecommunications Facilities; AMC 21.06.020, Dimensional Standards Tables; and AMC 21.12, Nonconformities; to bring the Title 21 Requirement A Land Use Permit into parity with Title 23, correct the building height increases sections in the B-1A, B-1B, and RO districts; and fix cross-references in Title 21 (Planning and Zoning Commission Case 2018-0101), Planning Department. 

Ordinance No. AO 2019-12, an ordinance of the Anchorage Municipal Assembly to incentivize the creation of housing in the Central Business District by amending Anchorage Municipal Code Title 12 to add a new chapter 12.60 Tax Incentives for Housing; amending the fine schedule in Anchorage Municipal Code Section 14.60.030 to include fines for violations of related reporting obligations; and amending computation of the maximum attainable tax revenue under the tax cap, Anchorage Municipal Code Chapter 12.25, Department of Law.

Ordinance No. AO 2019-15, an ordinance of the Anchorage Municipal Assembly to protect the health of children and firefighters by amending the Anchorage Municipal Code to add a new chapter 15.100, Consumer Products, and a new section to prohibit certain consumer products containing flame retardant chemicals harmful to human health and development, Assembly Member LaFrance, Assembly Chair Croft, and Assembly Member Dunbar. 

Resolution No. AR 2018-347, a resolution of the Anchorage Municipal Assembly establishing housing development strategies in Eagle River by authorizing and requesting the Mayor to enter into an Infrastructure Coordination Agreement (ICA), Assembly Members Traini, Demboski, and Dyson.

Resolution No. AR 2019-3, a resolution approving an Administrative Agreement AA # 2018-02 between the Municipality of Anchorage and the Anchorage Municipal Employees Association, Inc., Anchorage Police Department Employees Association, General Teamsters, Local 959, and the International Brotherhood of Electrical Workers-Technicians, Local 1547 agreeing to a Vera Whole Health Clinic Health Assessment Incentive, Employee Relations.

Ordinance No. AO 2019-9(S), an ordinance amending Anchorage Municipal Code Titles 6, 14, and 15 to impose additional fees and penalties for long-term vacant properties and persistent nuisance properties, creating a dedicated Nuisance Property Abatement fund, and establishing a Foreclosure Registry, Department of Law.  

Ordinance No. AO 2019-21, an ordinance authorizing a five (5) year lease extension between the Municipality of Anchorage (Lessor) and Alascom, Inc. DBA AT&T Alaska (Lessee) for Heritage Land Bank Parcels 6-050, 6-049, and a portion within 6-048, legally described as Lots 12, 13, and 14 Block 2 USS 1177 Original Townsite of Girdwood (TID 075-152-37-001), Real Estate Department. 

Ordinance No. AO 2019-22, an ordinance authorizing and providing for the issuance of not to exceed $100,000,000 in aggregate principal amount of tax anticipation notes; fixing certain details of said notes; providing for the form and manner of sale of said notes; pledging the receipts from ad valorem property taxes to be collected during year 2019 and the full faith and credit to the payment thereof; and delegating certain matters to the Chief Fiscal Officer in connection with the sale or placement of the notes, Finance Department. 

Ordinance No. AO 2019-23, an ordinance of the Anchorage Assembly amending certain provisions of Anchorage Municipal Code Title 12, Taxation, to establish a presumption that owners of real property significantly damaged and devalued as a result of the Point Mackenzie Earthquake (PMQ) have compelling reasons they were unable to specify grounds for reducing their valuations before the period to appeal assessments to the Board of Equalization expired in order to allow late-filed appeals, requesting the Municipal Assessor to investigate and consider issuing corrected assessments or reassessments for real properties filing for State or Federal Disaster Recovery and Relief Support from the PMQ that did not appeal their 2019 Real Property Assessment, and to provide for prospective tax relief for properties damaged in any future earthquake after the annual property assessment process is completed, Assembly Member Constant and Assembly Chair Croft.

Ordinance No. AO 2019-24, an ordinance of the Anchorage Municipal Assembly suspending and delaying the effective date of AO 2018-74, As Amended, which requires community workforce agreement review for projects in excess of $3,500,000, from September 25, 2018 to April 1, 2019, Department of Law. 

Resolution No. AR 2019-22, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $1,683,000 from the State of Alaska, Department of Transportation to the State Direct Federal Pass Through Grants Fund (231); and appropriating $63,004 as a contribution from the 2019 Anchorage Police Department Operating Budget, Anchorage Metropolitan Police Service Area Fund (151000) to the State Direct Federal Pass Through Grants Fund (231), all in the Anchorage Police Department, for impaired driving enforcement, Anchorage Police Department.  

Resolution No. AR 2019-32, a resolution of the Municipality of Anchorage appropriating $400,949 as a grant from the U.S. Department of Justice, Office of Justice Programs, Edward Byrne Memorial Justice Assistance Grant, and appropriating $8,817 from the Anchorage Metropolitan Police Service Area Fund (151000), Anchorage Police Department 2019 Operating Budget as a contribution to the Federal Grants Fund (241) Anchorage Police Department, for the Mobile Data Computer Laptop Refresh and Facilities Portal Security Rehabilitation Project, Anchorage Police Department. 

Resolution No. AR 2019-33, a resolution of the Municipality of Anchorage appropriating $419,080 as a grant from the U.S. Department of Justice, Office of Justice Programs, Edward Byrne Memorial Justice Assistance Grant, and appropriating $9,216 from the Anchorage Metropolitan Police Service Area Fund (151000), Anchorage Police Department 2019 Operating Budget as a contribution to the Federal Grants Fund (241) Anchorage Police Department, for the Mobile Data Computer Laptop Refresh and Facilities Security Camera Rehabilitation Project, Anchorage Police Department. 

Resolution No. AR 2019-35, a resolution of the Anchorage Municipal Assembly appropriating $255,229 as a grant from the U.S. Department of Justice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Prevention and $5,613 as a contribution from the 2019 Anchorage Police Operating Budget, Anchorage Metropolitan Police Service Area Fund (151000), all to the Federal Grants Fund (241), Anchorage Police Department, for the continuation of the Alaska Internet Crimes Against Children Task Force, Anchorage Police Department. 

Resolution No. AR 2019-34, a resolution of the Municipality of Anchorage appropriating $168,513.25 to the State Direct/Federal Pass-Through Grants Fund (231900) as a Transfer of Responsibilities Agreement, from the State of Alaska, Department of Transportation and Public Facilities, for the Transit Marketing Program, all within the Public Transportation Department, Department of Public Transportation.

Resolution No. AR 2019-19, a resolution of the Municipality of Anchorage appropriating $2,300,000 from the 2019 Maintenance and Operations Department, Equipment Maintenance Internal Service Operating Fund (601000), Unrestricted Net Assets Account, to the 2019 Equipment Maintenance Internal Service Capital Fund (601800) to purchase replacement vehicles and equipment, Public Works Administration. 

Resolution No. AR 2019-36, a resolution of the Municipality of Anchorage appropriating a $200,000 contribution from the 2018 Maintenance and Operations Department, Operating Budget Areawide General Fund (101000) to the Areawide General Capital Improvement Program (CIP) Fund (401800) Maintenance and Operations Department to establish a capital reserve fund for future roof repairs at the George M. Sullivan Arena, Anchorage Museum at Rasmuson Center, and Z.J. Loussac Library, Public Works Administration. 

Resolution No. AR 2019-38, a resolution of the Municipality of Anchorage appropriating $3,723,580 as a contribution from the 2019 Operating Budget, Chugiak, Birchwood, Eagle River Rural Road Service Area (CBERRRSA), Fund (119000) to the CBERRRSA Capital Improvement Project (CIP) Fund (419800) for road and drainage improvement projects, all within the Public Works Administration Department. 

Resolution No. AR 2019-39, a resolution of the Municipality of Anchorage appropriating $475,963 as a contribution from the 2019 Maintenance and Operations Department, Facility Maintenance Division Areawide General Fund (101000) to the Areawide Capital Improvement Fund (401800) in the Maintenance and Operations Department for major municipal facility upgrades and repairs, Public Works Administration. 

Resolution No. AR 2019-37, a resolution of the Municipality of Anchorage appropriating $150,000 of Alaska Center for the Performing Arts (ACPA) Capital Reserve Revenues within the Areawide General Capital Improvement Projects Fund (401800), for facility and equipment repair and improvements at the ACPA in the Office of Economic & Community Development. 

Resolution No. AR 2019-42, a resolution of the Municipality of Anchorage appropriating $673,932 of a Federal Transit Administration Section 5303 Planning pass-through grant in the form of an Alaska Community Transit reimbursable grant agreement from the State of Alaska, Department of Transportation and Public Facilities, and appropriating $181,961 as a contribution from the Areawide General Fund (101000) to be used as match all to the State Direct/Federal Pass-Through Grants Fund (231) for providing transit planning, all within the Public Transportation Department.

Resolution No. AR 2019-43, a resolution of the Municipality of Anchorage appropriating $320,000 as a contribution from the 2018 Public Transportation Operating Budget Areawide General Fund (101000) to the Miscellaneous Operational Grants Fund (261010), for transit activities, all within the Public Transportation Department.  

Resolution No. AR 2019-44, a resolution of the Municipality of Anchorage appropriating $548,999 as a contribution from the 2019 Anchorage Police Department Operating Budget Anchorage Metropolitan Police Service Area Fund (151000) to the Anchorage Metropolitan Police Capital Projects Fund (451), for leasehold improvements at 716 4th Ave., all within the Anchorage Police Department.
