NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS:

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of December 4, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2018-89, an ordinance authorizing the sale of substantially all assets of Municipal Light & Power (ML&P) to Chugach Electric Association, Inc. (Chugach Electric), and approving a thirty-five year Power Purchase Agreement, with option to purchase, with Chugach Electric for power generated by the Eklutna Hydroelectric Project, Department of Law. 

Ordinance No. AO 2018-97, an ordinance amending the zoning map and approving the rezoning of approximately 2.04 acres from B-3 SL (General Business) District with Special Limitations and R-2M (Mixed Residential) District to B-3 SL (General Business) District with Special Limitations for Lots 1 and 2, Maclaren Subdivision; Lot 1, Andres Subdivision; and Parcel 3B, located within T13N, R3W, Sec 21, NW ¼, NE ¼, East 165 feet, West 215 feet, South 50 feet, North 675 feet; generally located East of Muldoon Road, South of the East 14th Avenue Right-of-Way, West of Carolyn Circle, and North of East 16th Avenue, in Anchorage (Northeast Community Council) (Planning and Zoning Commission Case 2018-0089), Planning Department. 

Resolution No. AR 2018-347, a resolution of the Anchorage Municipal Assembly establishing housing development strategies in Eagle River by authorizing and requesting the Mayor to enter into an Infrastructure Coordination Agreement (ICA), Assembly Members Traini, Demboski and Dyson.  

Ordinance No. AO 2018-100(S), an omnibus ordinance of the Anchorage Assembly amending Anchorage Municipal Code and Anchorage Municipal Code of Regulations to modify existing fees, fines, and penalties and to add new fees for pre-application meetings for land-use entitlement applications, filing of HAZMAT reports, and for lift assists provided by the Anchorage Fire Department, Office of Management and Budget. 

Ordinance No. AO 2018-105, an ordinance of the Anchorage Assembly establishing the strict liability offenses of removal of identification marks and unlawful possession as misdemeanors under Anchorage Municipal Code, Assembly Member Constant. 

Ordinance No. AO 2018-106, an ordinance approving proposed rate increases by the Anchorage Water and Wastewater Utility for submission to the Regulatory Commission of Alaska, Anchorage Water and Wastewater Utility. 

Ordinance No. AO 2018-107, an ordinance amending Anchorage Municipal Code Chapter 12.40, Excise Tax on Cigarettes and Other Tobacco Products, to establish a 30% uniform deduction on the purchase price of other tobacco products that are purchased from a distributor or other person, rather than a manufacturer, Finance Department/Municipal Treasurer. 

Ordinance No. AO 2018-108, an ordinance amending Anchorage Municipal Code Chapters 3.20 and 3.30 relating to the organization of the Executive Branch to create the Office of Information Technology and to change the report structure of the Office of Information Technology and the Payroll Division, Department of Law. 

Resolution No. AR 2018-350, a resolution of the Municipality of Anchorage adopting recommendations to be forwarded to the Anchorage Metropolitan Area Transportation Solutions (AMATS) Policy Committee regarding the adoption of the Federal Fiscal Year (FFY) 2019–2022 Transportation Improvement Program (TIP), Planning Department. 

Resolution No. AR 2018-354, a resolution of the Municipality of Anchorage appropriating $2,000,000 as a grant from the State of Alaska, Department of Commerce, Community, and Economic Development; to the State Direct Federal Pass Through Grants Fund (231) Anchorage Police Department, for Police Department Crime Prevention and Response Equipment. 

Resolution No. AR 2018-355, a resolution of the Municipality of Anchorage appropriating a grant in the amount of $113,091 from the State of Alaska, Department of Education and Early Development, Division of Libraries, Archives & Museums, to the State Dir/Fed Pass-Thru Grants Fund (231900), within the Library Department for the Ready to Read Resource Center Grant. 

Resolution No. AR 2018-361, a resolution of the Municipality of Anchorage appropriating $908,235 from the Alaska Department of Transportation and Public Facilities (ADOT&PF), Federal Transportation Equity Act for the 21st Century Funding, to the  Project Management and Engineering Department within the Anchorage Roads and Drainage Service Area Capital Improvement Fund (441900) for support related to University Lake Drive Extension Project, Project Management and Engineering (PM&E) Project PW08061, Project Management and Engineering.
