NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of December 19, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-136, an ordinance providing for the submission to the qualified voters of Anchorage, Alaska, the question of the issuance of Not To Exceed $700,000 of General Obligation Bonds of the Municipality of Anchorage To pay the costs of Areawide Public Safety Improvements (Acquisition of an additional ambulance for the Anchorage Fire Department Fleet) and related capital improvements and the question of an increase in the municipal tax cap limitation to pay associated operations and maintenance costs at the Election to be held in the Municipality on April 3, 2018, Assembly Chair Traini. 

Ordinance No. AO 2017-149, an ordinance submitting to the qualified voters of the Municipality of Anchorage a ballot proposition amending the Anchorage Municipal Charter to adopt a Wholesale Sales Tax on Alcoholic Beverages; to establish an initial rate of levy and a “Not To Exceed” maximum rate; to authorize the Assembly to adjust the tax rate of levy by ordinance without additional voter approval provided upward adjustments are allowed only once every two years, an adjustment does not increase the rate more than two percent (2%), and the rate of levy never exceeds the maximum authorized by the voters; and dedicating the revenue from said tax to health and public safety uses related to consumption or use of alcoholic beverages or drugs; to allow use of the revenue to finance bonds for programs and projects related to alcohol and/or drug treatment and rehabilitation; and to provide for approval by a majority (fifty percent plus one) of qualified voters voting on the question, Assembly Chair Traini.

Ordinance No. AO 2017-153, an ordinance amending Anchorage Municipal Code to add new Section 19.20.360 prohibiting the creation of Water Distribution or Lateral Improvement Districts in certain low-density residential areas of Birchwood and Chugiak, Anchorage Water and Wastewater Utility. 

Ordinance No. AO 2017-154, an ordinance of the Anchorage Municipal Assembly to submit to the qualified voters of the Municipality of Anchorage a ballot proposition that would increase the Residential Real-Property Tax Exemption, Mayor’s Office.

Resolution No. AR 2017-374, a resolution approving: (1) Administrative Agreement APDEA AA#2017-01 between the Municipality (MOA) and the Anchorage Police Department Employees Association (APDEA) to change the expiration date of the current Labor Contract Agreement (CBA) from June 30, 2018, to December 31, 2017; and (2) Ratifying the new APDEA CBA to be effective January 1, 2018, Employee Relations Department. 

 Resolution No. AR 2017-375, a resolution of the Anchorage Municipal Assembly authorizing and directing the Mayor to initiate a petition process in the North Eagle River and South Birchwood Area, in conformance with Anchorage Municipal Code Sections 19.20.025 and 19.20.030 and to make a report concerning the proposed Sanitary Sewer Trunk Improvement District for consideration either before or at the time of public hearing on the necessity for the proposed service, Anchorage Water and Wastewater Utility. 

Resolution No. AR 2017-376, a resolution of the Anchorage Municipal Assembly authorizing and directing the Mayor to initiate a petition process in particular areas of North Eagle River and South Birchwood in conformance with Anchorage Municipal Code Sections 19.20.025 and 19.20.030, and to make a report concerning the proposed Water Transmission Improvement District for consideration either before or at the time of public hearing on the necessity for the proposed service, Anchorage Water and Wastewater Utility. 

Ordinance No. AO 2017-157, an ordinance authorizing the disposals by Intra-Governmental Permits for waterline easements to Anchorage Water and Wastewater Utility of portions of Heritage Land Bank Parcels 6-011, 6-016 and 6-017, legally described as portions within Tract I Alyeska Subdivision Prince Addition (Plat 87-131), Tract B Girdwood Elementary School Subdivision (Plat 85-38) and Tract 9A SEC 9 T10N R2E (Plat 73-220) (PID 075-311-04; 075-031-32; 075-041-31), Real Estate Department. 

Ordinance No. AO 2017-158,  an ordinance authorizing the withdrawal and transfer of Alaska Railroad Corporation leased property also known as Heritage Land Bank (HLB) Parcel 3-002 to the Real Estate Services managed contracts inventory, legally described as Parcel A SEC 9 T13N R3W, and amending the 2016 HLB Annual Work Program and 2017-2021 Five-Year Management Plan (PID 004-022-03-001), Real Estate Department. 

Ordinance No. AO 2017-159, an ordinance amending Anchorage Municipal Code Subsection 16.110.030A. to correct reporting requirements of hazardous materials to be consistent with 10 Alaska Administrative Code 20.100-110 and Alaska Statutes 29.35.500–590(c), Anchorage Fire Department. 

Ordinance No. AO 2017-160, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Sections 21.05.030A., 21.05.070E., 21.06.020, 21.07.080G., 21.07.110D., and 21.10.050C. to correct typographical errors and incorrect cross references (Planning and Zoning Commission Case 2017-014), Planning Department.  

Ordinance No. AO 2017-162, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 16.60, the Anchorage Food Code, to update by adopting by reference the 2013 Model Food Code published by the U.S. Food and Drug Administration; to create a Cottage Food License; and to address a variety of other food-safety and related matters, Department of Law and Department of Health and Human Services. 

Ordinance No. AO 2017-165, an ordinance of the Anchorage Municipal Assembly submitting to the qualified voters of the Municipality of Anchorage at the next Regular Municipal Election, a ballot proposition amending the Anchorage Municipal Charter to allow employees of any police department to enforce parking violations and thereby enable the Assembly to delegate parking enforcement in the Girdwood Valley Service Area to the Whittier Police Department, Assembly Members Weddleton and LaFrance. 

Ordinance No. AO 2017-166, an ordinance authorizing a short term lease for an overflow shelter in an amount Not To Exceed Ten Thousand Dollars per month, Department of Law. 

Resolution No. AR 2017-383, a resolution of the Municipality of Anchorage appropriating $170,000 from the State of Alaska, Department of Health and Social Services, as a grant to the State Direct/Federal Pass-Thru Grants Fund (231900), for Family Planning Services in the Department of Health and Human Services.
