NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of April l1, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2017-50, an ordinance amending the zoning map and approving the rezoning of approximately 3.39 acres from R-3 (Mixed Residential) District to B-3 SL (General Business) District with Special Limitations, for Tract E, Creekside Subdivision; generally located south of Creekside Center Drive, west of Muldoon Road, and north of DeBarr Road, in Anchorage (Northeast Community Council) (Planning and Zoning Commission Case 2015-0087), Planning Department.  

Ordinance No. AO 2017-51,  an ordinance of the Anchorage Municipal Assembly an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Section 4.60.275 to provide for a Youth Representative to the Anchorage Assembly, Assembly Member Flynn. 

Ordinance No. AO 2017-53, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 2.10, State Legislative Program; Chapter 2.20 Municipal Clerk’s Office; and Chapter 2.30, Rules of Procedure for the Assembly, to make gender neutral, and to clarify and amend nomenclature and procedures, Assembly Chair Gray-Jackson.   

Ordinance No. AO 2017-54, an ordinance of the Anchorage Municipal Assembly adopting the Citizen’s Naming Panel’s unanimous recommendation to name the paved pathway connecting G Street between 9th and 10th Avenues at Delaney Park the Allan E. Tesche Pathway and to waive the thirty day requirement before final Assembly action in AMC 3.97.030.C., Assembly Chair Gray-Jackson, Assembly Vice-Chair Traini. 

Ordinance No. AO 2017-55,  an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code (New Code) Sections 21.03.105 and 21.05.055 and Anchorage Municipal Code (Old Code) Section 21.50.420, to make minor modifications to the marijuana land use regulations and to give variance authority over Title 21 sections relating to marijuana to the Assembly; amending Title 10 to define that marijuana establishments are not Adult-Oriented Establishments; and waiving Planning and Zoning Commission review, Assembly Members Weddleton, Demboski, Petersen and Vice-Chair Traini.  

Ordinance No. AO 2017-57, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Subsection 21.05.010E., Table 21.05-1, and 21.10.050A.5, Table 21.10-4 to add farmers’ market as a permitted use in the PR (Parks and Recreation) and CE-PR (Chugiak-Eagle River Parks and Recreation) Districts (Planning and Zoning Commission Case 2017-0001), Office of Economic Development and Planning Department. 

Ordinance No. AO 2017-58, an ordinance amending Anchorage Municipal Code Subsection 21.04.030G., Standards for Mixed-Use Development in the B 1A and B 1B Districts, with a technical amendment to building setback and window area requirements, and waiving Planning and Zoning Commission review per AMC subsection 21.03.210B.5.c (Planning and Zoning Commission Case No. 2017-0039), Planning Department.  

Ordinance No. AO 2017-59, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Chapter 15.75 to protect the health, safety and general welfare of the citizens and environment of Anchorage by establishing pesticide-free policies and restrictions for parks, public lands and properties, Assembly Chair Gray-Jackson and Assembly Vice-Chair Traini. 

Ordinance No. AO 2017-60, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Title 23 to provide that revenues from Building Safety services collected by the Municipality are expended only for services under Title 23, Assembly Member Starr. 

Resolution No. AR 2017-113, a resolution adopting the assessment of the Fair Housing Plan to The U.S. Department of Housing and Urban Development (HUD), as part of the 2018-2022  Housing and Community Development Consolidated Plan of the Municipality of Anchorage, for the Community Development Block Grant, HOME Investment Partnership Grant and Emergency Solutions Grant, Department of Health and Human Services.  

Resolution No. AR 2017-114, a resolution of the Municipality of Anchorage appropriating $468,379.66 to the State Direct/Federal Pass-Through Grants Fund (231) as a Transfer of Responsibilities Agreement, from the State of Alaska, Department of Transportation and Public Facilities, for the Transit Marketing Program, all within the Public Transportation Department.    

Resolution No. AR 2017-115, a resolution authorizing disposal of a municipal interest in a blanket utility easement without substantial value and no longer required on a portion within Lot 6 Block 15 Thompson Subdivision (Plat P-96A) (PID 002-194-50), Real Estate Department and Municipal Light & Power.   

Resolution No. AR 2017-116, a resolution authorizing disposal of a municipal interest in a blanket utility easement without substantial value and no longer required on a portion within Lot 8 Block 16 Thompson Subdivision (Plat P-96A) (PID 002-194-27), Real Estate Department and Municipal Light & Power.
