NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARING: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following legislation at its regular meeting of April 10, 2018.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Resolution No. AR 2018-60, a resolution approving Administrative Agreement IBEW AA# 2018-1 between the Municipality of Anchorage and the International Brotherhood of Electrical Workers Local 1547 Agreeing to no lay off due to sale of Municipal Light & Power, Employee Relations Department.   

Ordinance No. AO 2018-24, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code Sections 1.35.010, 3.20.020, 3.20.070 and 3.30.012 to update provisions regarding the principal executive personnel and board and commission members required to take and subscribe to the oath of office, Assembly Chair Traini.  

Ordinance No. AO 2018-25, an ordinance authorizing a long term lease between the Municipality of Anchorage as lessor and Skytrek Alaska Flight Training, LLC, as lessee of Lot 5, Block 5, Merrill Field Replat, located on the south side of Merrill Field Drive, Merrill Field Airport. 

Ordinance No. AO 2018-26, an ordinance authorizing a Revocable Land Use Permit to Girdwood Community Club, Inc., a non-profit corporation, for the premises on dedicated park land at 124 Egloff Drive, in Girdwood, at less than fair market value, Real Estate Department. 

Ordinance No. AO 2018-27, an ordinance of the Municipality of Anchorage, Alaska, providing for, authorizing and approving a Short Term Borrowing Program for the Municipality in the aggregate principal amount of Not To Exceed $780,000 for the purpose of providing funds for capital improvements to Merrill Field, Finance Department/Public Finance. 

Resolution No. AR 2018-80, a resolution of the Municipality of Anchorage, (1) appropriating the proceeds from one or more grants, when tendered, in an amount Not To Exceed $14,000,000 from the Federal Aviation Administration (FAA) Airport Improvement Program (AIP) to the Merrill Field Airport Capital Improvement Grant Fund (580900), (2) appropriating the proceeds from a Short Term Borrowing Program (STBP), in an amount Not To Exceed $780,000 to the Merrill Field Operating Fund (580000) and appropriating such funds to the Merrill Field Airport Capital Improvement Contribution Fund (580800), and (3) amending the 2018 Merrill Field Capital Improvement Budget, Merrill Field Airport. 

Resolution No. AR 2018-81, a resolution of the Municipality of Anchorage appropriating an amount Not To Exceed $143,283 of Areawide General Fund (101000), Fund Balance to the Areawide General Fund (101000) to correct the 2017 Debt Service allocations to the Office of Economic and Community Development, Municipal Manager, Anchorage Fire, and Public Transportation Departments.  Finance Department/Public Finance & Investments. 

Resolution No. AR 2018-82, a resolution of the Municipality of Anchorage appropriating $585,963 as a contribution from the 2018 Maintenance and Operations Department, Facility Maintenance Division Areawide General Fund (101000) to the Areawide Capital Improvement Fund (401800) in the Maintenance and Operations Department for major municipal facility upgrades and repairs. 

Resolution No. AR 2018-83, a resolution of the Municipality of Anchorage (MOA) appropriating $172,488.78 to the State Direct/Federal Pass-Thru Grants Fund (231900), as a Transfer of Responsibility Agreement (TORA) Grant, when tendered, from the State of Alaska, Department of Transportation and Public Facilities, to be used for Arterial Roadway Dust Control, and appropriating $18,060 as a contribution from the 2018 Operating Budget, Anchorage Roads and Drainage Service Area (ARDSA) Fund (141000), in support of said grant, all to the State Direct/Federal Pass-Thru Grants Fund (231800) within the Maintenance and Operations Department. 

Resolution No. AR 2018-84, a resolution of the Municipality of Anchorage appropriating $511,738.80 to the State Direct/Federal Pass-Through Grants Fund (231900) as a Transfer of Responsibilities Agreement, from the State of Alaska, Department of Transportation and Public Facilities, for the Transit Marketing Program, all within the Public Transportation Department. 

Resolution No. AR 2018-90, a resolution of the Anchorage Municipal Assembly stating its protest pending a public hearing and final action on the Transfer of Ownership of Restaurant/ Eating Place Liquor License #5191 with Restaurant Designation Permit for John Bahn Group, LLC DBA Noodle World Restaurant located at 2844 E. Tudor Rd., Unit A, Anchorage AK, 99507 and authorizing the Municipal Clerk to take certain action (Campbell Park Community Council), Assembly Chair Traini, Assembly Vice-Chair Dunbar and Assembly Public Safety Committee Chair Croft.
