NOTICE OF MUNICIPAL ASSEMBLY PUBLIC HEARINGS: 

The Assembly of the Municipality of Anchorage will hold a public hearing on the following ordinances and resolutions at its regular meeting of January 10, 2017.  The public hearing portion of the meeting begins at 6:00 p.m. and is held in the Assembly Chambers, Z.J. Loussac Library, 3600 Denali: 

Ordinance No. AO 2016-141, an ordinance submitting to qualified voters of Anchorage, Alaska, the question of issuing General Obligation Bonds of the Municipality of Anchorage Not To Exceed $58.45 million to pay the costs of capital improvements for the Anchorage School District at the April 4, 2017 municipal election, Anchorage School District. 

Ordinance No. AO 2016-157, an ordinance of the Municipality of Anchorage amending the zoning map and approving the rezoning of NE 1/4 of the SE 1/4 of the SW 1/4, PTN Section 29 from R-1A (Single-Family Residential – Large Lot) District to R-3 SL (Mixed Residential with Special Limitations) District and to rezone the E ½ of Lots 7, 8 and 9, Block 22, Poggas Subdivision (Plat P-236) from R-1A (Single Family Residential – Larger Lot) District to B-3SL (General Business with Special Limitations) District, all approximately 3.31 acres and within the SW ¼ of Section 29, T12N, R3W, Seward Meridian, Alaska, generally located west of the Old Seward Highway, south of Oceanview Drive, and east of Venus Way (Old Seward-Oceanview Community Council) (Planning and Zoning Commission Case 2016--0093), Planning Department.  

Ordinance No. AO 2016-158, an ordinance amending the zoning map and approving the rezoning of approximately 2.94 acres from I-1 (Light Industrial) District to B-3 (General Business) District for Tracts 1, 2, and 3, Southgate Subdivision; generally located south of Huffman Road and west of the Old Seward Highway, in Anchorage (Old Seward & Oceanview Community Council) (Planning and Zoning Commission Case 2016-0094), Planning Department. 

Ordinance No. AO 2016-159, an ordinance proposing a tax revenue diversification measure to amend the Anchorage Municipal Charter Article XIV and add new Anchorage Municipal Code Chapter 12.55 to diversify the Municipality’s tax revenue sources by enacting a sales and use tax on the sale of goods and services within the Municipality for the purpose of reducing property taxes proportionately throughout the Municipality, with certain exemptions, a maximum tax amount per item or service contract, and reimbursement for collection, all within the “tax cap” calculation, excluding costs of start-up, administration and collection as permitted by Charter Section 14.03(b)(2), amending AMC Section 12.15.015 to raise the residential real property tax exemption, amending AMC Chapter 12.25 regarding the tax increase limitation, submitting the question of whether or not to approve this tax revenue diversification measure to the qualified voters of the Municipality, and providing for transition procedures and effective dates, Assembly Member Evans. 

Ordinance No. AO 2016-161, an ordinance of the Anchorage Municipal Assembly amending Anchorage Municipal Code (New Code) Section 21.03.105 and Anchorage Municipal Code (Old Code) Section 21.15.030, to change the regulations regarding modifying an approved marijuana special land use permit; amending Anchorage Municipal Code of regulations Section 21.20.002 for fees for modifications to marijuana special land use permit approvals; and waiving Planning and Zoning Commission review. Assembly Members Weddleton and Demboski.  

Ordinance No. AO 2016-162, an ordinance of the Anchorage Municipal Assembly to submit to the qualified voters of the Municipality of Anchorage a ballot proposition to amend the Anchorage Municipal Charter for the purpose of authorizing the use of automated traffic-safety cameras for limited purposes, Assembly Chair Gray-Jackson and Assembly Vice-Chair Traini.

Resolution No. AR 2016-341, a resolution of the Municipality of Anchorage appropriating four hundred twenty-five thousand nine hundred sixty dollars ($425,960) as a grant from the Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management and a contribution of one thousand two hundred sixty-five dollars ($1,265) from the Anchorage Fire Service Area Fund (131) Anchorage Fire Department’s 2016 Operating Budget and contribution of eight thousand one hundred seven dollars ($8,107) from the Anchorage Metropolitan Police Service Area Fund (151) Anchorage Police Department’s 2016 operating budget all to the State Dir/Fed Pass-Thru Grants Fund (231) for 2016 State Homeland Security Program (SHSP) grant activities in the Municipal Manager’s Department, Office of Emergency Management.  

Resolution No. AR 2016-345, a resolution of the Municipality of Anchorage appropriating a grant in the amount of one hundred eight thousand seven hundred and thirteen dollars ($108,713), from the State of Alaska, Alaska State Library, and appropriating a contribution of one hundred sixty-nine dollars ($169) from the Anchorage Public Library Areawide General Fund (101) all to the State Dir/Fed Pass-Thru Grants Fund (231) within the Library Department for the Ready to Read Resource Center Grant.  

Resolution No. AR 2016-347, a resolution re-appropriating the amount of two hundred fifty-nine thousand seven hundred forty-four dollars and sixty-three cents ($259,744.63) of unspent inventory CIP projects balances to fund other capital projects, all within the Real Estate Department, Heritage Land Bank (HLB) Capital Improvement Program (CIP) Fund (421), Real Estate Department.  

Resolution No. AR 2016-348, a resolution approving proposed non-rate tariff modifications by the Anchorage Water and Wastewater Utility (AWWU).
