How Do I File an Ethics Complaint?
Notice of Violation:
Who Can File?
Any person alleging violation of a matter within the jurisdiction of the board, by an employee, elected official or member of a municipal authority.
Where to File?
With the Board of Ethics in the Municipal Clerk’s Office.
How to File?
Notifications of potential violation must be in writing on the proper form and signed by the person submitting the notification.
The complainant shall list the address and telephone number of the person filing the notification.
The filer shall identify the respondent and affirm that to the person’s knowledge and believe the facts alleged are true.
The filer must identify the section of the Code of Ethics the filer believes were violated.
It is the responsibility of the Filer when submitting notification to the Board of Ethics to understand and abide by the entire Code of Ethics AMC 1.15
Who can file?
A current or former employee, current or former member of any municipal authority , current of former elected official, or current canidate for municipal office or employment may request written advice regarding the applicability and interpretation of this chapter in a particular situation involving the inquirer.

File with the Board of Ethics in the Municipal Clerk’s Office.
How to file?
Advisory Opinions must be in writing on the proper form and signed by the person requesting an Advisory Opinion.
Intent to Respond to Public Solicitation:
Where to File?
With the Municipal Clerks Office.
How to File?
Intent to Respond to Public Solicitation must be completed on the proper form, assigned a solicitation number and signed by a department supervisor. There is a fee of $15.00.
AMC 1.15.040 Subsection (A.2)
A. The municipal clerk shall publish a copy of the notice of intent to respond to a public solicitation required under 1.15.025, 1.15.030, and 1.15.035 electronically no less than seven days in advance of the deadline for submitting a response to the solicitation. The electronic location of such notices shall be published weekly in a newspaper of general circulation within the municipality. If the time between filing the notice for electronic publication by the clerk and the last day to submit a response is insufficient to meet the seven-day publication requirement, the notice shall be deemed untimely.
B. In addition, the municipal clerk shall post a copy of the statement in at least one public place, and the location of such posting shall be included in the weekly newspaper publication by the municipal clerk.
C. The municipal clerk shall collect the publication fee at the time the notice is filed.
D. Upon award, a copy of the notice of intent to respond to a public solicitation with supplemental confirmations shall be filed with the municipal clerk for retention in a file open to the public.
